초록/요약
본 연구의 목적은 국민정부의 체육정책에서 정부의 역할을 살펴보고 정부의 역할이 체육정책에 미친 영향을 알아봄으로서 한국 체육정책이 지향해야 할 방향을 제시하는데 목적이 있다. 본 연구를 통해서 나타난 국민정부 체육정책의 긍정적인 면을 살펴보면 다음과 같다. 첫째, 2002년 한일 월드컵의 성공적인 개최와 대회 운영 측면과 세계에 한국의 ‘KOREA’ 브랜드 이미지의 향상으로 국가의 이미지 제고와 한일 간의 우호적 관계 증진 등의 긍정적인 효과를 가져오게 되었다. 둘째, 2002년 한일 월드컵에서 한국의 4강 진출을 통하여 국가 브랜드 홍보, 국내 기업 이미지 제고, 소비 진작 등으로 총 26조원의 수입이 이르는 것으로 분석 되었다. 셋째, 길거리 응원에 힘입어 국민통합과 선진시민의식 제고, 한국의 문화 등을 과시할 수 있는 발판을 마련하였다. 넷째, 햇볕정책이라는 대북정책을 통하여 남북체육교류를 이루어냈다. 그리하여 2000년 시드니 올림픽과 2002년 부산 아시아경기대회에서의 공동입장은 전 세계에 남과 북의 화합의 모습을 보여주는 계기가 되었고 민족의 동질성을 회복 할 수 있는 단계가 마련되었다. 다섯째, 국민정부 시절에는 제2차 국민체육진흥계획을 통하여 삶의 질 향상과 체육 복지사회 실현을 체육정책의 목표로 설정하고 생활체육의 예산을 높게 배정하는 등 참여환경을 조성하는데 노력하였다. 국민정부 체육정책의 부정적인 면을 살펴보면 다음과 같다. 첫째, 체육정책이 국가주도에서 시장주도로의 변화 추구로 정부의 체육부서와 체육예산을 축소하여 체육조직과 산하단체의 자율성을 높이고자 하는 것 이었으나 이로 인하여 체육조정 수행능력이 저하되었다. 둘째, 정부에서는 생활체육에 많은 예산을 투자하는 등 생활체육에 활성화를 주도 한 반면 엘리트체육과 생활체육의 근간이 되는 학교체육의 정책과 체육 시설, 수업 내용 면에서는 오점을 남겼다. 둘째-1. 교실개선사업으로 학교 교실은 증가하였으나, 오히려 학교운동 장 면적은 줄어들었다. 둘째-2. 정부조직변화로 인해 학교체육의 수업시간이 줄었으며, 학교체 력장 제도와 입시체력검사 제도도 폐지되었다. 둘째-3. 정부는 체육계열 입학정원을 기존 TO대로 묶어 놓은 채 모든 체육특기생들은 체육계열로 입학을 제한시켜 특기생들의 대학 진학의 길 이 제한되었다. 결과적으로 국가발전을 위한 체육정책을 거시적인 면에서 한 영역으로만 편중된 정책을 지향하기보다는 모든 영역이 연계성을 갖고 과거의 시대적 배경과 함께 올바른 방향으로 발전해 나갈 때에 국내적으로 국민이 만족하는 삶을 위해 복지사회를 실현하고, 국외적으로 국가의 위상을 향상시키는데 기여 할 것이다.

The main purpose of the Physical Education policy of Nationalist Government is to see the role of government, and how it affects the physical education policy. So that it can suggest the direction of how Korean Education Policy might go. Let''s see the affirmative side of Physical Education Policy of Nationalist Government through this research. First, you might remember we held 2002 Korea∙Japan World Cup successfully. We''ve held this festival well, and also we''ve achieved affirmative result on improving the image of the country and promoted friendship between Korea and Japan. Second, we advanced to semi-final in 2002 Korea･Japan World Cup. We analyzed that it has affected on improving the image of national enterprises, and promoted consumption. This earned an income of 26 trillion Won. Third, by the influence of the street cheering, we have raised the national unity, and prepared to reveal the Korean culture to the world. Fourth, through the sunshine policy, we''ve achieved the sports exchange between South and North Korea. So, the joint entrance of North and South Korea in 2000 Sydney Olympic, and 2002 Pusan Asain Game, showed the whole world the peace of Korean peninsula, and the national homogeneous. Fifth, at the time of the second Nationalist Government, through the Plan of Sports Promotion Foundation, we''ve increased the quality of our life. Furthermore, we''ve set the realization of a sports welfare society as the goal of Physical Education Policy, and made a budget higher to make better environment to get participated. The following are some of negative aspects of the Nationalist Government’s policy towards physical education policy. First, the reason behind the attempt to change the physical education policy from a government led policy to a market led policy was to reduce government spending and to encourage more freedom between physical education organizations and the umbrella organizations. But this adversely affected the ability of physical education settlement. Second, the government invested a lot of money in attempt to encourage daily physical education, but certain flaws still remained in school’s physical policies, facilities, and class contents, which are the causes of the difference between the elitist physical education and the rest. 1. Due to the "classroom reform" number of classrooms in school increased, but reduced the school’s sports grounds area. 2. Due to the change in government system, physical education hours have reduced. Moreover, school’s "physical charter" policy and the physical fitness entrance exams have been abolished. 3. Due to the goverment put a limitation go on to university athletes. To conclude, it will actualize a welfare society to make people live with satisfaction, and will improve our nations''s image, when the background of the period get closely connected, and toward to the upright way rather than supporting one-sided Physical Education Policy for the country development.
