중·러 이중 위계질서의 동요와 카자흐스탄의 헤징 전략 : 2014~2021년 시기를 중심으로

본 연구는 2014년 우크라이나 사태 이후부터 2022년 러시아-우크라이나 전쟁 발발 이전까지, 유라시아의 중·러 이중 위계질서 속에서 카자흐스탄이 전개한 대외 전략의 본질을 규명하는 데 목적이 있다. 헤징은 이익극대화 옵션과 위험대비 옵션을 동시에 내장한 단일 전략이며, 가벼운 헤징과 무거운 헤징의 구분은 둘 중 어느 쪽에 전략적 비중이 실리는가에 따른 정도의 차이일 뿐, 종류의 차이가 아니다. 기존 연구는 이 시기 카자흐스탄의 행보를 단순한 기회주의적 편승이나 이익극대화형 헤징(가벼운 헤징)으로 평가하고, 위험대비형 헤징(무거운 헤징)으로의 전환점을 대체로 2022년 러시아-우크라이나 전쟁 이후로 설정해 왔다. 이와 달리 본 연구는 카자흐스탄이 이익극대화 옵션을 유지하면서도 지정학적 위협에 대응해 위험대비 옵션의 비중을 선제적으로 확대하는 전략적 무게중심의 이동을 이미 2014~2021년에 단행했음을 실증한다. 즉, 2022년은 전략 전환의 기점이 아니라 그 이전에 잠재적으로 축적된 헤징 기제가 표면화된 시점으로 재해석돼야 한다. 이를 실증하기 위해 본 연구는 쿠익(Cheng-Chwee Kuik)의 헤징 이론을 바탕으로 이론 검증형 과정추적법을 분석 틀로 채택했다. 카자흐스탄이 대러 안보 및 대중 경제 영역에서 남긴 개별 정책과 사건을 단일 주가설을 지지·반박하는 진단적 증거로 삼아, 베이즈 추론과 반에버라(Stephen Van Evera)의 네 가지 인과성 검증(지푸라기·고리·스모킹 건·이중결정) 체계에 대입함으로써 주가설의 사후 확률을 누적적으로 갱신하는 방식으로 검증을 수행했다. 분석 결과, 카자흐스탄은 강대국 주도의 다자 질서에 순응하는 외관의 이면에서 물리적·제도적 방어 기제를 구축했음이 확증됐다. 첫째, 대러 안보 전략에서 카자흐스탄은 유엔 헌장 원칙을 명시적 논거로 시리아 파병 요구를 공개적으로 거부함으로써 패권국 질서에 대한 맹목적 순응에서 벗어났다. 나아가 중국의 BRI 자본을 역이용하되 경제적 비효율을 감수하고 국가 재정을 독자적으로 투입해 중부 회랑을 개척함으로써 대러 물류 종속을 탈피하는 지경학적 안보를 확보했다. 이와 병행해 카자흐 칸국 550주년 기념사업, 분리주의를 처벌하는 신형법 제정, 세르핀-2050 인구 재배치, 라틴 문자 전환 등을 우크라이나 사태 직후 단기간에 연속적으로 추진함으로써 러시아의 비선형 침투 경로를 비군사적으로 봉쇄하는 ‘지배 부정’ 기제의 정황적 토대를 마련했다. 군사적 차원에서는 하이브리드전 대응을 명문화한 군사독트린 개정과 비(非)러시아계 무기 도입으로 실질적 억지력을 축적하고, 카스피해 협약으로 패권국의 안보 불안을 제도적으로 완충함으로써, 표면적 순응과 실질적 억지를 결합한 ‘간접 균형’의 완결된 기제를 구성했다. 이는 이중결정 검증에 근접하는 인과적 확증력을 지닌다. 둘째, 대중 경제 전략에서 카자흐스탄은 중국의 BRI와 자국의 누를리 졸(Nurly Zhol) 정책을 연계해 경제적 실리를 도모하면서도, 이를 상하이협력기구(SCO)의 다자 규범 안에 포섭해 거대 자본의 일방적 침투를 견제하는 ‘구속적 관여’를 구사했다. 또한 2016년 토지법 개정 발효 유예와 2021년 외국인 농지 매매·임대 전면 금지 입법을 통해 강대국 자본의 핵심 자산 독점을 차단하는 ‘지배 부정’을 실행했다. 나아가 중국·러시아의 지분 확대 압력에도 불구하고 3대 핵심 유전의 지분 구조를 서방 다국적 기업 중심으로 유지함으로써 서방의 안보 이익을 자국 내에 구조적으로 연루시키는 ‘경제적 다각화’를 이뤄냈다. 다만 위험대비 기제의 발현 강도는 두 영역에서 비대칭적이었다. 안보 영역이 이중결정 검증에 근접하는 확증력에 도달한 데 비해 경제 영역은 스모킹 건 검증 수준에 머물러, 카자흐스탄의 위험대비형 헤징이 체제 생존과 직결된 안보 영역에서 한층 적극적으로 가동됐음을 드러낸다. 결론적으로 본 연구는 외생적 충격에 따른 구조적 위기와 지정학적 취약성이라는 악조건 속에서도, 카자흐스탄이 이익극대화와 위험대비 옵션을 병행하며 그 전략적 무게중심을 능동적으로 재조정함으로써 패권국의 강압적 개입을 억지하는 고도화된 행위자성을 발휘했음을 규명했다. 이러한 능동적 헤징은 강대국 간 ‘관리된 경쟁’이 열어 준 구조적 공간과 카자흐스탄 자신의 물질적 역량이 교차하는 지점에서 발현됐다. 본 연구는 무거운 헤징으로의 전환이 외생적 충격에 선행해 잠재적으로 축적될 수 있음을 보임으로써 헤징 이론에 ‘시간성’의 차원을 보강하고, 엘리트의 담론이 아닌 객관적인 물질적·제도적 증거를 통해 중소국 행위자성의 인과적 경로를 추적했다는 점에서 의의를 지닌다. 이 시기에 축적된 위험대비형 헤징 기제는 2022년 러시아-우크라이나 전쟁 이후 카자흐스탄이 신속히 독자 노선을 전개할 수 있었던 배경 요인으로 작용했을 것으로 추론되나, 이 추론의 인과적 확증은 2022년 이후를 대상으로 하는 별도의 과정추적 분석을 통해 검증돼야 할 후속 연구의 과제로 남는다.

This study elucidates the key features of Kazakhstan’s foreign strategy pursued within the Sino-Russian dual hierarchical Eurasian order between the 2014 Ukraine crisis and the outbreak of the Russo-Ukrainian War in 2022. A key feature of Kazakhstan’s policy involved hedging, a strategy that simultaneously incorporates both returns-maximizing and risk-contingency options. Hedging may be “light” or “heavy” depending on whether the focus is on maximizing gains or mitigating risks, but this distinction is a matter of degree—of which set of options carries the greater strategic weight—rather than of kind. Previous scholarship has largely characterized Kazakhstan’s conduct during this period as opportunistic bandwagoning or returns-maximizing hedging (light hedging) and has tended to locate Kazakhstan’s shift toward risk-contingency hedging (heavy hedging) as occurring after the 2022 Russo-Ukrainian War. This study, however, demonstrates that Kazakhstan had already shifted its strategic center of gravity during the 2014–2021 period, preemptively re-prioritizing risk-contingency options in response to geopolitical threats while sustaining its returns-maximizing options. We argue that 2022 should be reinterpreted not as the inception of this transition but rather as the moment when previously latent mechanisms became manifest. To substantiate this argument, the study adopts theory-testing process-tracing as an analytical framework, grounded in Cheng-Chwee Kuik’s hedging theory. Treating Kazakhstan’s specific security policies toward Russia and economic initiatives toward China as diagnostic evidence to test the main hypothesis, the study evaluates them using Bayesian inference and Stephen Van Evera’s four causal inference tests—the straw-in-the-wind, hoop, smoking-gun, and doubly-decisive tests—thereby updating the posterior probability of the main hypothesis. The analysis demonstrates that, beneath a facade of compliance with the great power-led multilateral order, Kazakhstan constructed material and institutional defense mechanisms not aligned with that order. First, in its security strategy toward Russia, Kazakhstan rejected blind acquiescence to the hegemonic order by publicly refusing Moscow’s request to deploy troops to Syria, invoking the principles of the UN Charter as its explicit rationale. In addition, Kazakhstan broke its logistical dependence on Russia by developing the Middle Corridor (formally, the Trans-Caspian International Transport Route)—coopting China’s Belt and Road Initiative (BRI) infrastructure for its own strategic ends and absorbing economic inefficiency to secure state-financed infrastructure independence. In parallel, by promoting—in close succession following the Ukraine crisis—the commemoration of the 550th anniversary of the Kazakh Khanate, the enactment of a new penal code criminalizing separatism, the Serpin-2050 population relocation program, and the official national transition to Latin script, Kazakhstan laid the foundations of a “dominance-denial” effort that non-militarily minimized Russia’s avenues of social and cultural penetration. Militarily, it strengthened its deterrent capacity by revising its military doctrine to codify responses to hybrid warfare and by introducing non-Russian weaponry, while institutionally buffering the hegemon’s security anxieties through the Caspian Sea Convention; in so doing, Kazakhstan constructed a comprehensive “indirect-balancing” mechanism that fused outward compliance with substantive deterrence. This carries causal probative force approaching that of a doubly-decisive test. Second, in its economic strategy toward China, Kazakhstan pursued “binding-engagement” by linking China’s BRI with its own Nurly Zhol policy in service of economic gains, while subsuming this cooperation within the multilateral norms of the Shanghai Cooperation Organisation (SCO) to check unilateral penetration of massive Chinese capital. It also implemented a “dominance-denial” strategy by suspending the entry into force of the 2016 land code amendment and by enacting, in 2021, a comprehensive ban on the sale and lease of farmland to foreign nationals, thereby blocking great power capital from monopolizing core assets. Furthermore, despite pressure from China and Russia to expand their equity stakes, Kazakhstan achieved economic diversification by preserving the ownership structure of its three principal oil fields around Western multinational corporations, thereby structurally entangling Western security interests within its territory. Kazakhstan’s execution of these risk-contingency mechanisms was asymmetric across the security and economic domains. In the security domain, the evidence for a hedging strategy attained probative force approaching a doubly-decisive test, whereas in the economic domain, it remained at the level of a smoking-gun test. This asymmetry suggests that Kazakhstan’s risk-contingency hedging was more pronounced in the security domain, where strategic choices bear more directly on regime survival. In conclusion, this study demonstrates that, even under the adverse conditions of a structural crisis triggered by an exogenous shock and amid deep geopolitical vulnerability, Kazakhstan exercised sophisticated strategic agency. It deterred coercive intervention by hegemonic powers while pursuing returns-maximizing and risk-contingency hedging and recalibrating its strategic center of gravity. This proactive hedging emerged from the intersection of Kazakhstan’s material capacities and the structural opportunities created by “managed competition” between the great powers. This study augments hedging theory by introducing a temporal dimension, showing that a shift toward heavy hedging can be constructed through low-profile policy adjustments in advance of an exogenous shock, and traces the causal pathway of a smaller state’s agency through objective material and institutional evidence rather than elite discourse. Kazakhstan’s risk-contingency hedging efforts during this period are inferred to have constituted a background condition enabling Kazakhstan’s rapid shift toward a more independent course following Russia’s full-scale invasion of Ukraine in 2022. Confirming this inference, however, remains a task for future research and will require a separate process-tracing analysis of the post-2022 period.
