You Are Either with Us or Against Us: How Regime Differences Precipitate War Initiation Who initiates war during the shift of balance of power? Power transition and preventive war theories offer conflicting predictions. Power transition theory expects rising challengers to initiate war, but this claim assumes that declining states remain passive until strategic parity is reached, an assumption that sits uneasily with rationalist theories of commitment problems. Preventive war theory, by contrast, provides a stronger logic for declining-power initiation, yet it struggles to explain why rising states sometimes initiate war. This paper resolves this indeterminacy by arguing that regime differences condition preventive incentives. Democracies, perceiving autocracies as opaque and unreliable, are more likely to initiate war against autocratic rivals. This aggressiveness peaks when a democracy is rising, driven by a desire to forestall potential preventive strikes from a declining autocracy. Conversely, autocracies follow classical logic, striking nations primarily when relative power declines. Logistic regressions on a directed dyadic dataset support these claims, which are qualitatively corroborated by the Six-Day War and the 12-Day War against Iran. Ultimately, this paper demonstrates that war initiation is determined not just by dynamic power shifts, but by how domestic regimes shape threat perceptions and bargaining credibility.
