경제정책 불확실성과 금리-가격 전이의 비선형성 : 글로벌 상업용 부동산 시장의 PSTR 분석

Nonlinear Interest Rate Transmission under Economic Policy Uncertainty : A PSTR Analysis of Global Commercial Real Estate Markets

2008 년 금융위기 이후 유럽 재정위기, 미·중 무역 분쟁과 브렉시트, COVID-19 팬데믹, 글로벌 인플레이션 등 불확실성이 반복적으로 누적되었다. 이와 함께 글로벌 상업용 부동산 시장은 장기간의 저금리 환경을 지나 중금리 뉴노멀(New Normal)환경으로 전환되었다. 이러한 변화 속에서 동일한 금리 변화에도 시장의 가격 반응은 자산 유형과 시장 환경에 따라 서로 다르게 나타났고, 금리만으로 이러한 차이를 충분히 설명하기 어려웠다. 이는 금리가 작동하는 시장 환경에 대한 새로운 질문을 제기한다. 기존 연구는 금리와 자산가격의 관계를 주로 선형적·시간불변적인 평균효과로 설명하였다. 본 연구는 금리의 평균적 효과가 아니라, 경제정책 불확실성(Economic Policy Uncertainty, EPU)에 따라 금리가 자산가격에 미치는 영향이 언제 그리고 얼마나 달라지는지를 규명하고 이러한 분석이 상업용 부동산 시장의 가격결정과 투자 판단에 어떤 의미를 갖는지를 밝히고자 한다. 이를 위해 미국·유럽·아시아의 글로벌 게이트웨이(Gateway)도시 25 곳을 대상으로 2005 년부터 2024 년까지의 오피스·물류·임대주택 패널 데이터를 구축하고, González et al.(2005)의 패널 평활전환 회귀모형(Panel Smooth Transition Regression, PSTR)을 적용하였다. 불확실성의 정도에 따라 금리의 파급효과가 달라질 수 있으므로, 경제정책 불확실성은 금리효과의 국면을 정의하는 전환변수로 설정하였다. 분석 결과, 경제정책 불확실성 크기에 따라 금리가 자산가격에 미치는 영향력이 달라질 수 있음이 확인되었다. 오피스는 아주 작은 불확실성에도 민감하게 반응할 가능성이 있다. 오피스 시장은 불확실성의 기준점(임계값 c=-0.745)이 매우 낮게 나타났고, 실제로 불확실성이 높은 상황(고 EPU 국면)에 속했던 기간이 많았다. 즉, 정책이 조금만 불안정해져도 오피스 가격에 미치는 영향이 커질 수 있음을 의미한다. 다만, 상황이 바뀔 때 나타나 전환 효과 자체는 통계적으로 유의하지 않아 결과 해석에는 주의가 필요하다. 물류 시장은 불확실성이 일정 수준을 넘어설 때 금리에 대한 민감도가 확실하게 커졌다. 물류는 불확실성이 기준점(임계값 c=0.057)을 지나 높아지는 순간부터, 금리 변화에 자산가격이 더 크게 반응하는 상태의존적 구조를 보였다. 이러한 전환효과는 통계적으로 유의하게 확인되었다. 임대주택은 자본환원율 자료의 일부 결측으로 PSTR 모형을 적용하지 않고 선형모형으로 분석하였으며, 금리의 평균적인 효과를 확인하였다. 위기 기간 제외, 시차 변수 적용, 고금리 전환기 제외의 강건성 검정 결과, 임계값의 부호와 비선형 전이 구조가 대체로 유지되었다. 다만, 일부에서는 국면별 금리 민감도의 상대적 크기가 달라지는 결과도 확인되었다. 또한 글로벌 기준과 국가별 기준의 EPU 를 비교한 추가 분석에서는 동일한 글로벌 충격이라도 투자자의 준거 기준에 따라 금리 전이 구조가 다르게 나타날 수 있음을 확인하였다. 본 연구는 경제정책 불확실성이 금리가 자산가격에 전달되는 강도를 변화시키는 시장환경으로 작용할 수 있음을 실증적으로 확인하였다. 이는 상업용 부동산 가격을 볼 때 단순히 ‘지금 금리가 몇 %인가(금리수준, Level)’만 볼 것이 아니라, ‘금리 효과가 시장 환경에 따라 어떻게 달라지는가 (Transmission)’의 문제로 이해할 필요가 있음을 의미한다. 본 연구의 의의는 금리가 항상 동일하게 작동한다고 가정하는 기존의 관점을 넘어, 통화정책의 효과와 자산가격 반응이 시장환경에 따라 달라질 수 있음을 실증적으로 제시했다는 점에 있다. 이러한 결과는 중금리 뉴노멀 환경에서 금리 전망만으로 상업용 부동산 시장을 해석하는 기존 접근에 한계가 있음을 보여준다. 따라서 통화정책 효과의 해석, 자산 가치 평가, 기관투자자의 자산배분과 위험관리에서는 금리 수준뿐 아니라 경제정책 불확실성과 자산 유형별 금리 전이 구조를 함께 고려하는 새로운 분석틀이 요구된다.

Since the 2008 global financial crisis, successive shocks such as the European sovereign debt crisis, the U.S.–China trade dispute, Brexit, the COVID-19 pandemic, and global inflation have caused economic uncertainty to accumulate repeatedly. Over the same period, global commercial real estate markets transitioned from a prolonged low-interest-rate environment to a mid-rate new normal. Against this backdrop, identical movements in interest rates have elicited divergent price responses across asset types and market conditions, and interest rates alone have proven insufficient to explain these differences. This raises a new question about the market environment in which interest rates operate. Prior research has largely characterized the relationship between interest rates and asset prices as a linear, time-invariant average effect. This study departs from that framing to examine when and by how much the effect of interest rates on asset prices varies with economic policy uncertainty (EPU), as well as what such variation implies for price formation and investment decisions in commercial real estate markets. To this end, we construct a panel of office, logistics, and multifamily assets across 25 global gateway cities in the United States, Europe, and Asia over the period from 2005 to 2024, and we apply the Panel Smooth Transition Regression (PSTR) model of González et al. (2005). Because the pass-through of interest rates may vary with the degree of uncertainty, EPU is specified as the transition variable that defines the regimes of the interest-rate effect. The results confirm that the influence of interest rates on asset prices varies with the level of economic policy uncertainty. The office market exhibits a very low threshold (c = −0.745), with the majority of the sample period falling within the high-EPU regime. This suggests that office prices may respond sensitively even to modest increases in policy uncertainty. However, the transition effect itself is not statistically significant, so this result should be interpreted with caution. The logistics market displays a clearly state-dependent structure. Once uncertainty crosses its threshold (c = 0.057), asset prices respond more strongly to interest-rate changes, and this transition effect is statistically significant. For multifamily assets, partial missingness in capitalization-rate data precluded PSTR estimation. Instead, a two-way fixed-effects linear panel model was estimated, which confirmed the average relationship between interest rates and capitalization rates. Robustness checks that exclude crisis periods, apply one-period lags, and exclude the recent high-rate transition period preserve the sign of the thresholds and the nonlinear transmission structure overall, although the relative magnitude of regime-specific rate sensitivity shifts in some specifications. A further analysis comparing global and country-specific EPU measures shows that an identical global shock can generate different transmission structures depending on investors' frame of reference. This study provides empirical evidence that economic policy uncertainty operates as a market environment that alters the intensity with which interest rates are transmitted to asset prices. It implies that commercial real estate prices should be understood not merely in terms of the current interest-rate level, but also in terms of how the interest-rate effect changes with the market environment. The contribution of this study lies in shifting the focus from the average effect of interest rates to the conditions under which interest-rate transmission changes. Rather than treating interest rates as operating uniformly across market environments, this study demonstrates that the effects of monetary policy and the corresponding asset-price responses vary with economic policy uncertainty. These findings suggest that interpreting commercial real estate markets through interest-rate forecasts alone is inadequate in a mid-rate new normal, and that the interpretation of monetary policy, asset valuation, and institutional investors' asset allocation and risk management all require an analytical framework that jointly considers the interest-rate level, economic policy uncertainty, and asset-type-specific transmission structures.
