초록(요약문)
본 연구는 국회의원이 정치자금 모금 이외에 어떤 동기를 가지고 출판기념회를 개최하는지를 검토하였다. 현재 대한민국에서 국회의원이 출판기념회를 개최하는 것 은 정치자금을 모금하기 위한 편법으로 여겨지고 있다. 해외의 사례를 보면 의원이 ‘정치자금 모금 행사’를 개최하는 것은 정치자금을 모금하는 것이 주된 목적이다. 하지만 선거에서 승리하는 데에 도움이 되는 부차적인 이익도 동반되고 있었다. 이 에 본 연구에서는 한국의 국회의원들을 예시로 하여 의원들의 출판기념회 개최 동 기를 분석하였다. 21대 국회의원들을 대상으로 연구를 수행한 결과 의원들이 출판 기념회를 개최하는 이유 중 하나가 정치자금을 모금하기 위한 것은 분명하지만, 정 치자금 모금뿐만 아니라 선거에서 승리하기 위한 하나의 선거운동으로도 활용되고 있는 것을 알 수 있었다. 이 때문에 본 연구는 무조건적인 출판기념회 규제와 비난 을 지양하고, 출판기념회의 장점은 극대화하고 단점은 보완하여 의원들에게 다양한 방식의 선거운동의 기회를 제공해야 한다고 주장한다.

This study examines the motivations behind National Assembly members holding publication commemoration events beyond the purpose of raising political funds. Currently in South Korea, National Assembly members holding publication commemoration events is viewed as a loophole for raising political funds. Overseas examples show that when legislators hold ‘political fundraising events,’ raising political funds is the primary purpose. However, secondary benefits that aid in winning elections also accompanied these events. Therefore, this study analyzes the motivations behind lawmakers' publication commemorative events. Research conducted on the 21st National Assembly reveals that while fundraising is clearly one reason lawmakers hold these events, they are also utilized as a form of election campaigning to secure victory. This study argues that if publication commemoration events by National Assembly members are being utilized as a new form of election campaigning, rather than imposing unconditional regulation and criticism, we should maximize the advantages of these events, address their shortcomings, and provide lawmakers with opportunities for diverse election campaign methods.
