초록/요약
In order to understand the strategic use of FTA, this study analyzes the application procedures of FTA. It attempts to identify the issues in each procedure, and suggest coping strategies. The main purpose of this study is to help firms use FTA more proactively with the better understanding of the agreement and the utilization plans of FTA procedures. The study also aim at supporing the Korea Customs Service and other related organizations to found the framework of policy application by identifying the key issues in using FTA. It also aim at providing customs brokers and other professionals who provide FTA consulting with the framework to develop various consulting services. The study develops several important findings in FTA application. First, the inefficiency of the systems stipulated in FTA causes various problems in using FTA. The supplementation of the signed agreement, an early adoption of the electronic certificate of origin, the unification of origin countries' rules and consistent implementation of the agreement are suggested to solve this problem. Second, the lack of awareness of the FTA rules causes problems in judging and utilizing FTA. The paradigm shift of existing education and promotion, paradigm shift of customs administration, and enhanced utilization of FTA-PASS are required as the key solutions. Third, customs procedures obstruct the use of FTA by firms. As the key solutions to this problem, the establishment of a quick and accurate clearance system, and the expansion and rearrangement of human resources are suggested. Fourth, firms do not properly utilize diverse available systems. Such systems include the use of pre-confirmation of tariff, use of prior examination on origin, use of approved exporter system, use of customs broker, use of bonded processing area, and use of integrated FTA customer service center. Problems existing in the application of FTA may be avoided with the use of various coping strategies. Signing an agreement is important in FTA, but what is more important is increasing the utilization ratio. Therefore, the governmental effort to develop the policy and support for FTA are required focusing more on the qualitative expansion than the quantitative expansion of FTA utilization. In addition, firms rather than abandoning it earlier, need to develop in-depth understanding as well as proactive approaches to FTA.

본 연구는 FTA의 전략적 활용을 위한 충족요건을 분석하고 충족요건별 문제점을 기업들의 인터뷰를 통하여 파악한 후 문제점에 대한 대응전략을 수립하였다. 따라서 본 연구는 기업에게는 FTA 충족요건별 협정의 이해와 활용방안을 통해 FTA를 보다 적극적으로 활용할 수 있도록 하고 관세청 및 유관기관에게는 기업들의 활용상의 문제점을 통해 향후 지원정책방향의 틀을 마련하고자 하였다. 또한 FTA 컨설팅을 시행하는 관세사 및 기타 전문가 집단에게는 기업들에게 저렴하고 양질의 컨설팅을 제공하기 위하여 다양한 컨설팅 상품을 개발 할 수 있는 틀을 제공하고자 하는데 연구의 목적이 있다. 본 연구에서 도출된 결과는 다음과 같다. 첫째, FTA 협정에서 규정한 제도의 비효율성은 기업들이 FTA를 활용하는데 많은 문제점을 야기 시키는 요인이 되고 있다. 따라서 이러한 요인을 제거하기 위한 대응방안으로서 기 체결된 협정의 보완, 전자원산지증명서의 조기도입, 원산지 법제의 일원화 및 일관된 협정추진의 대응전략이 필요하다. 둘째, FTA 규정에 대한 기업들의 인지 부족은 기업 스스로 FTA를 판단하고 활용하는데 많은 문제점을 야기 시키고 있다. 따라서 실무위주의 교육홍보의 강화, 기업파트너로서의 관세행정 변화, FTA-PASS의 활용방안의 개선은 기업들이 FTA를 더욱 효율적으로 인지하고 활용하는데 기여할 것이다. 셋째, 통관절차에서 발생되는 다양한 문제점들은 기업들의 FTA의 활용을 저해하는 요인으로 작용하고 있다. 이러한 문제점들을 해결방안으로서 신속, 정확한 통관시스템의 구축, 세관인력의 확충 및 재배치는 통관절차에서 발생하는 다양한 지연의 문제를 해결하는데 도움이 될 것이다. 넷째, 기업들을 지원하는 다양한 제도를 적절하게 활용하지 못하는 것은 FTA를 기업들이 활용하는데 다양한 문제점들을 양산하게 된다. 따라서 품목분류 사전심사제도의 활용, 원산지사전심사제도의 활용, 인증수출자 제도의 활용 및 개선, 관세사의 활용, 보세가공지역의 활용, FTA 통합 고객지원센터의 활용을 통해 FTA를 정확하고 효율적으로 활용할 수 있을 것이다. 이상과 같이 FTA를 활용을 위한 문제점은 여러 가지의 대응전략으로 해결이 가능하다. FTA는 협정의 체결도 중요하지만 효율적인 이행을 통해 활용률을 높이는 것이 더욱 중요하다. 따라서 이제는 양적인 팽창보다는 질적인 팽창에 중점을 두어 FTA에 대한 정책 및 지원이 필요하다 하겠다. 또한 기업들은 조기에 FTA를 포기하기 보다는 FTA를 이해하고 적극적인 활용을 하고자 하는 의지가 무엇보다 중요하다 하겠다.
