초록/요약
본 연구는 공공기관 엔터프라이즈아키텍처(Enterprise Architecture, 이하 EA)가 활용성 높게 구축될 수 있도록 EA 감리 점검항목을 개선하는 것을 목표로 한다. EA 감리는 제3자적 관점에서 EA 구축 및 운영에 관한 사항을 종합적으로 점검하고 문제점을 개선하도록 하는 것으로 매우 중요한 활동이다. 하지만 EA 감리가 많은 공공기관의 고민인 활용성 높은 EA가 구축될 수 있도록 종합적으로 점검하고 문제점을 개선하도록 하는 활동엔 미흡한 수준이다. 이는 초기 EA가 EA 구성요소를 체계적으로 구축하는데 많은 부분 초점을 맞추어 진행되었고, 이를 점검하기 위해서 EA 감리 점검항목 또한 활용보다는 구축에 초점을 맞춰 점검항목을 구성했기 때문이다. 이에 본 연구에서는 우선적으로 활용도 높은 EA 구축 선진 사례를 분석하였다. 이를 통해 첫째, 기관의 조직 구성에 따라 달라질 수 있는 활용 유형을 확인하였고, 둘째, 대부분의 기관이 EA를 정보화 Life-Cycle 전반에 걸쳐 활용하고 있다는 것이다. 다시 말해 정보화 기획, 개발, 운영, 평가시 필요한 정보를 EA를 통해 정의하고, 정보화 업무 수행시 EA 정보를 활용함으로써 표준화되고 체계적이며 상호 연계된 업무를 수행하고 있다는 것을 확인할 수 있었다. 다음으로 이러한 EA 구축 선진사례 내용을 토대로 EA 감리 점검항목의 문제점 및 개선 방향을 도출하였다. 첫째, EA 활용 선진사례의 경우와 같이 조직의 특성을 고려한 점검 항목 구성이 필요하다. 둘째, 정보화 Life-Cycle 전반에 걸친 다양한 활용이 가능하도록 EA가 구축되었는지를 사전 점검할 수 있는 항목 구성이 필요하다. 셋째. EA 활용에 대한 평가를 목표아키텍처 구축 및 이행계획 수립 시점이 아닌 기반정립 및 현행아키텍처 구축 단계로의 이동이 필요하다. 마지막으로 EA 신규 구축뿐만 아니라 활용기반의 EA 고도화도 점검할 수 있도록 항목 구성이 필요하다는 것이다. 이러한 분석을 결과를 토대로 EA 감리 점검항목을 감리영역별 점검항목별로 추가, 보완 및 통합하는 작업을 수행하였다. 이를 통해 기반 정립은 5개의 점검항목을, 현행아키텍처는 5개, 목표아키텍처는 3개, 이행계획은 5개, 관리체계는 2개의 최종 점검 항목 개선 모델을 정의했다. 새롭게 정의된 점검 항목 개선 모델을 감리사 및 컨설턴트를 통해 점검 작업을 수행하였다. 점검 결과 감리사의 경우 기존 모델보다 1.03점 높은 3.85점의 평가를 내렸고, 컨설턴트의 경우 1.16점이 높은 4.1점의 평가를 내렸다. 이러한 결과를 바탕으로 EA 감리 점검항목 개선 모델은 활용도 높은 EA를 구축하는데 적합한 모델이라고 검증되었으며, 본 모델 적용시 기존 모델 적용보다는 더욱 활용도 높은 EA 구축 감리가 가능할 것이다.

The goal of this study is to improve the EA(Enterprise Architecture) audit checklist to make better the usability of public organization. EA audit is important activity which look EA development and operation over thoroughly. But the existing state of EA audit is inadequate to develop more usable EA and to improve the problem of EA. It is due to devote a major part of their effort to develop the EA component at the beginning, and also EA audit checklist focus on EA development, not usability. Accordingly, advanced cases that developed and used EA effectively were reviewed. This, first, could find the usability type which could change each organization. Secondly, most of organization are using the EA in all process of IT life-cycle. In other words, IT works are carried out with standard method and systematically based on using EA which are developed through the IT planning, development, maintenance, evaluation. Next, the improvement of EA audit checklist is drawn from the case analysis. First, EA audit checklist is composed considering the organization's own distinct characteristics. Secondly, EA audit checklist should be abe to precheck whether the EA is developed and allowed to use variously in thorough IT process. thirdly, the timing of audit the EA usability is needed to move into EA foundation and As-Is architecture development phase from To-be architecture and transition plan development phase. Finally, EA audit checklist should be abe to check EA advancement for usability as well as a new EA development. By use of a analysis, EA audit checklist is added, supplement and integrated by audit area. Therefore, final EA audit improvement model is defined that EA foundation area have 5 checklists, As-is architecture area have 5 checklists, To-be architecture area have 3 checklists, Transition plan area have 5 checklists and EA Governance area have 2 checklists. The new EA audit model was verified by EA consultants and auditors. It produced better result - New model received 1.03 more point(total 3.85) than the existing model by auditors and 1.16 more point(total 4.1) by EA consultants. In conclusion, the new EA audit model proved suitable model which enhance the development of more usable EA, and More effective EA audit considering usability will be possible in comparison with the existing model.
