Evaluating the ROK-US Intelligence Cooperation : Lessons from case studies of US intelligence cooperation with EU and Pakistan

Intelligence cooperation is one of the hopeful fields in the intelligence studies since the end of the cold war. Especially, the United States has been developed the intelligence cooperation with several states to responding the transnational threats. In that sense, the Republic of Korea needs to evaluate the intelligence cooperation with the United States, although the security alliance between them is solid. For evaluating the US-ROK intelligence cooperation, the researcher uses the typology of intelligence cooperation: the traditional alliance and the new allies. It is a theoretical approach of this study and continues to the case study for evaluating the real situation of the US intelligence cooperation with the EU and Pakistan. As the analysis factors, the researcher picks three principles which are trust-building, legal basis, and compatible system. It helps to analyze the selected cases. Through the analysis by using the abovementioned factors and cases, the researcher argues that the ROK-US intelligence cooperation is not well-developed as much as the EU-US intelligence cooperation and the some part of Pakistan-US intelligence cooperation. As a result, the researcher suggests three considerations for improving the ROK-US intelligence cooperation. First, the ROK should possess the independent intelligence expertise for holding an advantageous position of Quid pro Quo. Second, the ROK should adapt to the intelligence reform plan of the US for sustaining the effective intelligence cooperation. Finally, the ROK should always bear in mind that there are also negative effects of intelligence cooperation.
