한 언어를 학습하는 활동은 그 언어를 사용하는 사람들에 관한 모든 것을 학습하는 것과 통한다. 언어는 한 사회의 사고체계와 표현체계를 나타내는 수단인 동시에 사고체계와 표현체계가 담겨있는 문화적 산물이기 때문에 그 언어 속에는 언어 사용자들의 정신적이고 물질적인 모든 면에 관한 문화가 담겨져 있다. 따라서 한 언어를 이해하고 사용하는 행위는 언어의 형식적인 외표적 특성에 관한 지식뿐만 아니라 언어가 실제 사용되는 다양하고 복잡한 상황에서 해당 언어가 어떻게 적절히 사용되는가에 관한 지식도 포함된다. 그렇기 때문에 한 언어의 지식은 일차적으로 문법적 능력과 언어의 구조적 능력에 관한 것이지만 심층적으로 보면 의사소통 전반의 능력에 관한 문제이다. 나아가 언어의 듣고 말하고 읽고 쓰는 것에 관한 의사소통 능력이 어느 정도 배양되었다 해도 영미문화권의 사회 문화적 배경의 지식이 없으면 진정한 의미의 의사소통은 불가능하다. 즉 의사소통 능력과 더불어 목표어권의 문화적 이해가 뒷받침되어야 목표어의 의사소통 능력이 적합해지고 유용하다 볼 수 있다.
우리나라의 영어교육은 시간적, 경제적 자원의 투입 정도에 비해 그 결과가 상당히 비관적이고 아이러니까지 하다. 매번 지적하는 바이지만 문법위주의 수업과 독해력 증진에만 매진하는 입시위주의 교육의 결과로 인해 외국인과의 접촉에서 간단한 의사소통조차 못하는 경우가 비일비재하다. 뿐만 아니라 그 흉내는 내지만 진정 의사소통을 증진하기 위한 교육과는 거리가 먼 영어교육이 사교육과 공교육 시장의 전반에 행해지고 있기 때문에 영어로 말 한마디 제대로 내뱉지 못하는 학습자만 배출하고 있을 뿐이다. 영어교육의 근본적인 목표는 무엇보다 원활한 의사소통 능력의 배양에 있음은 자명한 것이고 이를 위해 문화적 이해가 수반되어야 함을 강조하는 바이다.
언어와 문화의 긴밀한 관계로 말미암아 영어가 속한 사회, 문화적 배경에 관한 지식을 구체적이고 체계적으로 지도하는 문화교육이 영어교육과 병행되어야 효과적인 의사소통 신장을 도모할 수 있기 때문이다. 영어교육에서 영미문화를 함께 지도하여 학습자가 경험할 문화적 차이에서 오는 충격과 저항감을 줄일 수 있고 자문화와 영미문화를 비교하여 양 문화의 이해를 돕고 문화적 편견을 없앨 수 있다. 또한 문화교육을 통해 자문화 우월주의 내지 타문화 사대주의와 같은 부작용을 방지할 수 있어 자문화와 영미문화를 올바르게 바라보는 객관적 시각과 태도를 기를 수 있다. 정리하자면 언어는 문화를 표현하는 일부분이자 문화의 소산이므로 문화에 대한 이해와 학습은 결국 언어교육을 효과적이고 성공적으로 도울 수 있는 중요한 과정이다.

The activity that someone learns a language is closely related to studying the culture of people who use the language as their mother tongue. Since mental and physical culture of language users is reflected in their language, a language is a means to show their thinking and meaning systems; the language is also a cultural creature including these systems. Therefore, that someone understands and uses a target language means not only he has linguistic knowledge of the language, but also he knows how to use the language appropriately in real situations where the language is really used.
The knowledge of a language is about grammatical and structural competence in the beginning; but it is about conversational competence by and large. Moreover, unless someone has social and cultural background in England and America, it is almost impossible to communicate truly in English although he develops communicative four skills - to read, write, listen and speak in English - to some degree. Both communicative ability and cultural understanding are needed in order to communicate valuably and efficiently in the target language.
It is obvious that the fundamental goal of English education is to improve conversational ability above all. Therefore, it is necessary for English learners to go with cultural attainments to achieve it. This study focuses on the importance of cultural education and how to instruct English and American culture in many fields.
In chapter one, the relation between culture and language is researched and that between culture and communication is also mentioned with definitions of culture according to several documents. Chapter two presents goals of English education and crucial points of cultural education. In addition, I study Korean and English culture by the comparative method in various directions and cultural factors having influence on English education. In chapter three, diverse ways for effective cultural education are mentioned. Difficulties and limits of cultural instruction in real teaching conditions are uttered with desirable attitudes of a teacher and learner for the successful instruction of target culture as well.
Because of the close relationship between language and culture, well- organized cultural education about the knowledge of social and cultural backgrounds in English and America should keep pace with English education for the effective increase of communicative competence. If a teacher present cultural data in English instructions naturally and unconsciously, it could help learners to decrease cultural shock and resistance as they are faced with unacquainted target culture.
Moreover, it is possible to increase cultural understanding of two culture - both Korean and American - and remove cultural prejudice by instructing target culture in English teaching. Not to mention of that cultural education helps to acquire the objective view and attitude toward two culture, it could also prevent superiority complex of self culture or toadyism to target culture. In conclusion, language expresses culture as one part of it just like economy, government, art and history. At the same time, language has respectable influence on the birth and outgrowth of culture.
