초록/요약
정부는 동북아 물류 허브를 꿈꾸며 인천, 부산, 광양 등 균형적인 발전을 이루기 위해 끊임없는 연구와 투자를 지속해 오고 있다. 하지만, 주변국인 중국을 중심으로 하는 직기 항 시스템은 이러한 동북아 물류 허브의 위상을 위협하고 있는 것이 현실이다. 따라서 이제는 인프라의 선점 전략보다는 고부가가치의 물류 서비스를 제공할 수 있는 시스템으로의 전환이 필요하다 할 수 있겠다. 이러한 관점에서 인천은 부산, 광양 보다는 충분한 물류 인프라를 구축하고 있어 화주에 대한 고부가가치의 물류 서비스를 제공하기에 충분한 입지를 가지고 있다고 할 수 있다. 첫 번째로 인천은 중국과의 인접한 입지로 인해 중국물동량의 유치에 유리한 부분이 있으며, 두 번째로는 인천공항의 인천항을 연계한 씨 엔 에서의 최적지로서 위상을 높이고 있다. 세 번째로는 수도 서울과 불가 32KM 거리에 있으며, 주변의 공단과 인천항과 인천공항의 경제자유구역의 배후지는 복합물류 기지로서의 가능성을 높이고 있다. 마지막으로 EDI를 이용한 신속한 통관서비스를 제공하고 있어 물류중심도시로서의 강점을 더하고 있다. 하지만 인천은 이러한 물류 인프라를 구축하고 있음에도 불구하고, 중국의 인프라의 개발계획이 인천에서의 인프라 개발계획과 시기적으로 맞물려 중국 물동량을 유치하는데 있어 걸림돌이 되고 있으며, 인천의 강점인 씨 엔 에어 운송을 위한 연계운송 서비스의 부족으로 인하여 물류비의 증가 및 물류 서비스의 질을 저하시키고 있다. 또한 복합물류 기지내의 네트워크 부족으로 인하여 물류 기지로서의 정보가 원활하게 화주에게 전달되고 있지 않아 기지로서의 역할을 다하고 있지 못하는 실정에 있으며, EDI통관 시스템을 구축하고도 비효율적인 통관 제도의 문제점으로 인하여 EDI 통관 시스템이 무용지물이 되는 제약점을 가지고 있어, 물류 중심도시로서의 위상을 저해하고 있다. 따라서 본 고에서는 이러한 문제점의 개선을 통하여 고부가가치의 물류 서비스를 제공함에 따라 물류 중심 도시로서의 인천으로 거듭나기 위한 방안을 제시 하였다. 첫 번째로 중국의 물동량 유치 문제에 있어서는 경제자유구역으로 중국기업을 유치하여, 우리나라의 브랜드 파워를 이용한 원재료의 공급 및 기술이전을 통하여 우리나라의 원산지를 취득할 수 있게 하는 등의 차별화된 마케팅 전략으로 중국의 물동량을 장기적으로 유치하여야 할 것이다. 두 번째로 씨 엔 에어를 활성화하기 위해서는 국내운송의 연계성을 강화하기 위해서 연안운송을 강화하여야 하며, 멀티복합 터미널을 신축하여 항공 화물과 해상화물의 원활한 조화가 무엇보다 중요하다. 세 번째로 하나의 주체가 물류 기지내의 정보관리를 통하여 안정된 정보제공이 필요하며, 네 번째로는 RFID를 이용한 통관 시스템을 도입함으로서 EDI를 통한 신속한 통관을 도모하고, 정확한 통관을 활성화시킴으로서 국내산업보호는 물론이고 FTA의 성공을 기약하게 하여야 할 것이다. 물류는 선진화된 물류 인프라도 중요하지만, 그 보다 더 중요한 것은 조금은 열악한 인프라지만, 가장 효율적으로 관리 운영하는 것이 무엇보다 중요하다 하겠다. 현대의 물류는 공급자 중심의 물류 서비스가 아닌 수요자 중심으 물류 서비스가 대세를 이루고 있으며, 이러한 화주들의 만족시키기 위해서는 물류 서비스가 물 흐르듯이 원활하게 흘러가야 할 것이다. 따라서 본 고에서 지적한 물동량 유치방안과 물류 운송에 있어서의 연계성 부분, 통관 부분에서의 조화가 이루어 졌을 때 인천은 물류 중심도시로서의 위상을 더욱 높일 수 있을 것이다.

Our government is diligently developing Incheon, Pusan, Kangyang and other portal cities for the search of the desirable logistic hub in northeastern Asia. However direct call systems around China are dangering our hopeful wishes for development of new logistic system in Korea. To overcome this challenges, we need to provide high-end logistic service more than just providing initial logistic infrastructure. Among these prospective cities, Incheon shows the best potential for this search of new holy grail of the logistic paradise. Although Incheon is confronting many obstacles, we need to figure out the trade-offs and patiently solve these question marks. The First, Incheon is located right afront of Chinese major cities. but the fast glowing Chinese logistic infrastructures are arising as a huge competitors for Incheon. In order to overcome this problem, our government needs to develop political arrangements with neiboring countries to energize the movement of the quantity of goods through Incheon. At the same time, we need differentiated marketing strategy in order to invite chinese manufacturers into Incheon''s free trade zone. The Second, Incheon is a sea and air multi-transporting system. Even though Incheon has this dynamic advantage, there is a lack of exploitation of this competitive advantage. To take full advantage of this fact, we need to develop multi-complex terminal which is able to transit goods and personals easily and freely through both air and sea. The third, Incheon is surrounded by the opportunities such as industrial complexes, international business complexes, newly built roads and bridges, and most of all, Seoul which is just 32km away from Incheon. All these tangible and intangible opportunities also are not taken seriously. Incheon needs to incorporate these assets and develop a common dynamic information network which will move not only goods but also service and ideas. For the last, Incheon has EDI custom clearance system through her body. however current custom governing behavior is inefficient for EDI system to fully work. To strengthen her EDI custom clearance system, Incheon needs to develop RFID custom clearance system to make the process faster and more reliable in order to protect economy of our nation and successivity of FTA. Constructing Highly developed logistic infrastructure is very important, but developing highly efficient system is more crucial. Nowaday logistic system is evolved based on the demand rather than supply. In order to satisfy various demands from various groups of customers, Incheon needs to keep itself fluid; adapt and evolve. when this flexibility becomes multi-complex Incheon, Incheon will be able to call herself, heart of Northeast Asian logistic hub one day.
