초록(요약문)
본 연구는 한국 민주주의의 위기 국면에서 대통령의 공식 발화가 어떠한 통 치 서사로 구성되고 작동하는지를 분석한다. 특히 2021년 대통령 출마 선언부 터 2025년 탄핵 심판 최종 변론에 이르기까지 윤석열 대통령이 발표한 15편의 공식 발화를 분석 대상으로 삼아, 정치적 위기 상황에서 음모론적 언어가 어 떻게 반복적으로 동원되며 통치 전략의 일부로 조직되는지를 검토한다. 기존 연구가 음모론을 주로 정치적 주변부의 신념이나 비합리적 인식의 문제로 다루어 온 것과 달리, 본 연구는 대통령의 공식 발화 속에서 음모론이 통치 정당성 을 구성하는 핵심 언어적 자원으로 기능하는 양상에 주목한다. 이를 위해 전상진의 음모론적 논변 분석, 내러티브정책분석틀(Narrative Policy Framework, NPF), 그리고 엘리자베스 앵커의 멜로드라마적 정치 서사 론을 결합한 ‘전략–서사–정동’ 분석 틀을 적용하였다. 질적 내러티브 분석 결과, 윤석열 대통령의 발화에서는 악마화, 비판 무력화, 피해자화 전략이 지속적으로 나타났으며, 위기 국면으로 갈수록 ‘국민=피해자/대통령=피해자이자 영웅’이라는 도덕적 구도가 강화되는 경향이 확인되었다. 이러한 담화는 멜로 드라마적 플롯인 ‘위기–투쟁–구원’과 결합되어 강한 정서적 동원을 낳고, 정 치적 갈등을 정책적 논쟁이 아닌 도덕적 판단의 문제로 재구성한다. 본 연구는 이러한 담화의 작동 방식을 통해 대통령 공식 발화가 공론장을 시민적 숙의의 공간이 아니라 도덕적 충성과 판단이 요구되는 장으로 전환시 키는 과정을 분석한다. 이를 통해 민주주의의 위기가 제도적 붕괴 이전에 언 어와 서사의 차원에서 점진적으로 형성될 수 있음을 논의한다. 나아가 본 연 구는 음모론을 집권 엘리트의 통치 전략 언어로 재해석하고, 전략·서사·정동을 통합적으로 분석함으로써 한국 민주주의 위기를 사회학적으로 이해할 수 있는 분석 관점을 제시한다.

This study analyzes how presidential official utterances are constructed and operate as governing narratives during a period of democratic crisis in South Korea. Focusing on fifteen official utterances delivered by President Yoon Suk-yeol between his presidential candidacy declaration in 2021 and his final statement in the impeachment trial in 2025, the study examines how conspiratorial language is repeatedly mobilized and organized as part of a governing strategy in moments of political crisis. While existing research has largely treated conspiracy theories as beliefs held by political outsiders or as forms of irrational cognition, this study directs attention to the ways in which conspiracy-related narratives function as a key linguistic resource for constructing governing legitimacy within presidential official discourse. To this end, the study applies an integrated analytical framework that combines Jeon Sang-jin’s analysis of conspiratorial political styles, the Narrative Policy Framework (NPF), and Elisabeth Anker’s theory of melodramatic political narratives. Through qualitative narrative analysis at the sentence level, the study finds that President Yoon’s utterances consistently employ strategies of demonization, delegitimization of criticism, and victimization. These strategies intensify during periods of political crisis, reinforcing a moral configuration in which “the people” are positioned as victims and the president as both victim and hero. Such narratives are coupled with a melodramatic plot structure—crisis, struggle, and redemption—producing strong affective mobilization and reframing political conflict as a matter of moral judgment rather than policy debate. The analysis further demonstrates that these governing narratives transform the public sphere from a space of civic deliberation into one that demands moral loyalty and judgment. In doing so, the study argues that democratic crisis can emerge prior to institutional breakdown, through gradual shifts at the level of language and narrative. By reconceptualizing conspiracy theories as a strategic language of governing elites and by integrating strategy, narrative, and affect into a single analytical framework, this study offers a sociological perspective on the contemporary crisis of Korean democracy.
