초록
전 세계적인 민주주의 퇴행 현상으로 인해서 많은 민주주의 연구가 민주주의의 후 퇴를 중단시키고 방지할 비공식적 제도(Informal institutions)로서 '민주주의 규범 (Democratic norms)'의 중요성을 강조하고 있다. 그러나, 한국인의 민주주의 규범은 거의 알려진 바 없다. 이로 말미암아 기존 연구들은 개념, 분석 시기, 경험 연구 차원에서 현재 한국 민주주의의 위기를 분석하는 데 한계가 있었다. 본 연구는 보다 핵심적인 민주주의 규 범을 중심으로 분석을 위한 개념적 틀과 20년간 한국인의 민주주의 규범 변화 양상에 대한 분석을 제공한다. 이어서, 20년간 한국인의 민주주의 규범 변화 양상을 기초통계분석, 선형 회귀분석, 비선형모형 분석의 세 가지 경험 연구 전략을 통해서 확인한다. 분석 결과, 한국 인의 민주주의 규범 지지는 지난 20년 동안 등락을 반복하면서 2020년 기준으로 전체적으 로 특정한 값에 수렴하는 기간 효과를 보였다. 그러나, 권위주의 유산이 잔존한다고 여겨지 는 산업화 세대, 민주화 세대, 권위주의 계승 정당(국민의힘) 지지자 집단에서 규범의 성장 이 다소 지연되는 듯한 경향성을 보였다. 이와 같은 결과는 잠정적으로 한국의 정치문화가 공고화되었다고 진단할 수 있으면서도 역동적으로 변화하고 역사적 맥락에서 내재적인 불 안정성이 지속되고 있는 것으로 보인다.

While observing democratic backsliding around the world, many scholars underscore the importance of "democratic norms" as informal institutions to stop and prevent the phenomenon. However, the support for democratic norms in Korea is rarely analyzed in terms of empirical research. From the perspective of concept, longitudinal, and empirical methods, previous studies have found some limitations in analyzing democratic norms. This study provides a framework for analyzing democratic norms based on executive aggrandizement. Then, this study attempts to explore the trends of changes in Korean democratic norms over 20 years through three empirical research strategies: basic statistical analysis, linear regression analysis, and generalized additive model (GAM) analysis. The results show that Korean support for democratic norms has fluctuated over the past 20 years, converging to a certain level in 2020. Nonetheless, there appears to be a "lagged effect" in the growth of norms among certain groups that retain authoritarian legacies, such as the industrialization generation, the democratization generation, and supporters of authoritarian success parties (the People Power Party). These findings suggest that Korea's political culture, while seemingly consolidated, remains dynamically changing and inherently unstable within its historical context.
