초록/요약
분단국가인 대한민국은 평화통일을 위한 대북정책을 수립하고 추진한다. 본 연구는 2019년 6월 이슈가 된 함박도 논쟁을 통해 통일을 목적으로 추진하는 대북정책이 오히려 첨예한 남남갈등을 유발하는 계기가 되는 데서 문제의식을 갖고 출발하였다. 함박도 논쟁은 서해 NLL에 근처에 위치한 무인도 섬인 함박도의 존재에 대해 국내 한 언론사가 사실관계를 확인하지 않은 채 보도한 것이 발단이 되어 소모적인 국내 논쟁에 정치적 쟁점으로 이용되었을 뿐만 아니라 남북관계에도 영향을 주는 요소로 작용하였다. 연구의 목적은 함박도 논쟁을 통해 한국 대북정책 갈등의 원인과 문제점을 분석하는데 있다. 이를 위해 역대 대북정책 갈등의 원인을 다방면에서 제시하고 있는 기존연구를 바탕으로 함박도 논쟁의 발단과 쟁점을 정리한 후 이 논쟁에서 표출된 갈등의 원인과 문제점을 언론보도 문제와 대북이슈의 정쟁화 문제를 중심으로 분석하였다. 그 결과 남북갈등이 남남갈등으로 전개되는 일반적인 양상과 달리 함박도 논쟁은 국내 이슈가 남북갈등을 초래하였다는 의의를 도출하였다. 또한 문제의 해결에 대한 행정기관의 소극적인 의지와 여러 부처에 연관되어 있는 문제에 대한 통합적 기능 미흡의 시스템적 문제를 통해 국내 갈등이 심화되었음을 볼 수 있었다. 함박도 논쟁이 가지는 갈등의 양상은 앞으로 남북관계 속에서 충분히 재발할 수 있으며, 이는 통일을 저해하는 요소로 기능할 수 있다. 그렇기 때문에 아직 완전히 해소되지 않은 이번 논쟁이 더 이상 불필요한 남남갈등으로 소모되지 않도록 시범적으로 잘 해결해야 할 것이다. 나아가 국내에서 발생하는 대북정책의 갈등을 대응하는 매뉴얼을 구성하여 더 이상 행정적인 오류가 갈등의 원인이 되지 않도록 대비해야한다.

As a divided state, the Republic of Korea has kept establishing North Korea policies for peaceful unification. In this study, Hambak-do, which became an issue in June 2019, is dealt as the North Korea policy which triggered a rather sharp South-South conflict. Plenty of discussions started from the fact that a domestic news agency reported the existence of the uninhabited island hambak-do of NLL(Northern Limited Line, hereinafter, it is called 'NLL') in the west sea without confirming the facts, and it was only used for political issues in exhaustive domestic discussions. Not only that, it also acted as an element that affects the relations of South and North Koreas. The purpose of this study is that analyzing the causes and problems of South Korea's policy conflict with North Korea through the Hambak-do controversy. For this reason, based on existing researches that presents the causes of policy conflicts with the North in many ways, the cause of the conflicts expressed in this controversy was identified by thoroughly compiling the origins and issues of the controversy. The causes and problems of the conflict expressed in this debate were analyzed focusing on the media coverage issue and the political debate issue of the North Korean issue. As a result, unlike the general pattern in which North and South Korean conflict develops into domestic conflict, the debate on Hambakdo led to the different significance that domestic issues caused inter-Korean conflict. Also, tries to solve the problems resulted in deepening domestic conflicts through the systematic problems of inadequate integrated function of the problems associated with multiple ministries and agencies. The aspect of the conflict of the Hambakdo debate may recur in the inter-Korean relations in the future, which may function as a factor that hinders peaceful unification. Therefore, this debate, which has not yet been completely resolved, must be contemplated so as not to cause further unnecessary division of the South-South conflict, and in addition, domestic conflict response to North Korea policy should be dealt with. Furthermore, a manual should be prepared to deal with conflict in North Korea policy in Korea, so that administrative errors no longer become a cause of conflict.
