‘Made in China 2025’ and its Impact on German High-Tech Exports : Challenges for ‘Industrie 4.0’ in Face of Chinese Industrial Policy

초록/요약
This report evaluates the impact of Chinese industrial policy on German high-tech exports to China. First, the aims and policies of the current German and Chinese high-tech strate-gies ‘Industrie 4.0’ and ‘Made in China 2025’are introduced. Secondly, the prospects for success for ‘Made in China 2025’are evaluated. The case is made that the emergence of domestic high-tech industries in China is a serious possibility despite some existing coordination problems and inadequate vocational training because key indicators for innovative capabilities are on the rise and there is a high-level of support by a government that is committed to long-term economic restructuring. Thirdly, the impact of a success of ‘Made in China 2025’ on German high-tech exports of new information technology, industrial robots, numerically controlled machine tools, electrical equipment, and new energy automobiles is evaluated. Based on this evaluation, policy implications that are designed to mitigate the negative effects of emerging Chinese high-tech industries on German high-tech export industries will be discussed. Better monitoring of Chinese takeovers of German high-tech corporations, improving cyber security, restricting research cooperation, and developing markets outside of China will be suggested as poli-cies that have the potential to impede the rapid catch-up of Chinese industries.
