초록/요약
The Humanitarian intervention model has been failing constantly the goals that human security defined. In Libya, an intervention took place that successfully prevented the loss of lives in a short run, yet the present Libya is in disarray. In Syria, no intervention took place, and the current Syria is a huge battleground where civilian lost hopes of any assistance coming from the international community in stopping the atrocities committed. The aim of this study is to investigate the history and the evolution of the concept of humanitarian intervention and human security. Subsequent to this, a new humanitarian intervention model is debated. In this study, the analyses of the Libyan and Syrian cases prove that there is an urgent need to rework the humanitarian intervention model. First, the annulment of the veto power and second, the creation of a UN standing army are debated propositions, as this allows the UN to attain a power that can enforce the goals of human security that it aims to achieve.
