Determinants of Korea’s ODA Policies after Joining Development Assistance Committee

In 2010, Korea became a newest member of the Development Assistance Committee, OECD. Korea is expected to play a new role as one of the major donor country while following the international standards. However, many countries shape their ODA policies based not only on DAC standards, but aslo on their historical background and geographical position. This thesis has sought to answer the question of what has influenced Korea’s ODA policies since it became an aid donor. In order to test the hypothesis, thesis will examine Korea’s ODA policies before and after joining DAC, and compare Korea’s ODA to other DAC members’ ODA. The existing literature on Korea’s ODA policies focus mostly on Korea’s ODA prior-DAC. No research was made to examine most recent Korea’s ODA policies. The findings of the research suggests that even after joining DAC, Korea’s main foreign aid characteristics remained the same. Korea’s foreign assistance is still highly concentrated in Asia, keeps high percentage of tied aid and loans in its bilateral aid and has very low ODA/GNI ratio.
