“One Belt, One Road” (OBOR) is an initiative proposed by the Chinese government in 2013 that consists of two main components: “The Silk Road Economic Belt” (The Belt) and “The 21st-Century Maritime Silk Road” (The Road), aiming at connecting major Eurasian economies through infrastructure, trade and investment. Since the big framework covers 64 countries, its implementation needs the understanding and cooperation from the relevant countries. Therefore, the attitudes of them toward OBOR are worth researching. Southeast Asia is the area where “The Road” passes through, while Central and Eastern Europe (CEE) is the one which “The Belt” will be implemented in. These two areas have similarities. The economic status in their respective continents are relatively backward compared to the other developed countries. Each of them, respectively, is closely related to the important international institutions: ASEAN and European Union (EU). The United States is the big power which can intervene in the two areas. This thesis selects the Southeast Asia and CEE countries and tries to compare the influential factors of their attitudes toward OBOR from the perspectives of the economic status in their own continent, geopolitics, the influence of ASEAN and EU, and the intervention from the big powers. Through the detailed discussions, the influences that each factor takes to the attitudes of the two areas toward OBOR were concluded.
