초록/요약
The thesis contends that the foreign assistance programs of the Bush and Obama administrations are qualitatively different due to the ideological differences of the Republican and Democrat political parties. The thesis attests the statement by exploring the changes made to foreign assistance programs between the two administrations through comparison of objectives, use of the assistance, approach and methodology. While the result of the comparisons does not illustrate striking changes, qualitative differences between the foreign assistance programs of the two administrations exist. The foreign assistance of the Republican Bush administration tended to show greater support for unilateral approach where significant proportion of assistance was given in the form of bilateral assistance and compared to the Obama administration, the Bush administration showed greater support for military assistance. Furthermore, the methodology for development was inclined to constrict development by applying very large amount of aid to tackle single major problem. In contrast, the incumbent Obama administration favors multilateral approaches to assistance and it tends to show greater support for economic assistance. The administration’s development policies are broader, notably in the area of healthcare, covering wider range of diseases than the Bush administration did.
