초록/요약
It is not a new question that the advancement and application of the international human rights and Humanitarian Law have always been sensitive to balance between liberty and security. Aftermaths of the first World Trade Centre bombing, this world can never be the same place; this undeniable fact has been criticised as a justifiable tool to remain Guantanamo Bay Detention Camp opened in Cuba, which is a symbolised place for torture, unlawful interrogation for combatants, inhumane or degrading treatment towards detainees, in the name of saving thousands of civilians or the accomplishment of democracy. The concept of ‘human security’ yet, does not seem to be discussed thoroughly in the realm of the fundamental question about: security for which side of ‘human’ or who protects whom from what. If you were a believer of pax Americana, the answer would be very easy recalling the September 11 attacks. However it begets an indispensable response to ‘majority’ in the courtesy of democracy: more precisely, the Western or American way of democracy.
