초록/요약
The primary purpose of this thesis is to explain and analyze the changes in Qatar foreign policy during three leaderships. By focusing on Qatar leadership and its self-identified roles, this thesis seeks to demonstrate how changes in its leadership affect changes in Qatar foreign policy. This thesis will argue that Qatar foreign policy has been significantly influenced by changes in its leadership and their self-identified roles in international relations. Moreover, this thesis provides a theoretical framework based on role theory to study Qatar foreign policy during three leaderships (1972-1995, 1995-2013 and 2013 until November 2014). By employing process tracing, this thesis discovers that Qatar foreign policy has been significantly influenced by changes in its leadership. This thesis also identifies systemic and domestic factors affecting Qatar foreign policy behavior. These factors generate changes in Qatar national role conceptions assigned by its leaders. This thesis concludes that Qatar foreign policy is best analyzed using role theory. Role theory effectively incorporates all three levels of analysis and also explains contradictions in Qatar foreign policy. Qatar foreign policy strategies are shaped by how its leaders during their leadership perceive Qatar to be. These leaders assigned different and diverse roles to Qatar.
