Determining Factors of FTA Negotiation Outcomes : The Impact of Domestic Factors in International Trade Negotiations from an Industrial Sector Perspective

This thesis examines the impact that domestic political and economic factors have on the negotiation outcomes of bilateral FTAs, from an industrial sector perspective. The key theoretical component of this research is based around Putnam’s (1988) two-level game framework and the understanding that the outcomes of international trade negotiations (level I) are influenced by domestic (level II) affairs. However, Ahn’s (2013) study is also incorporated into the study as a means of further explaining the determinants of domestic politics. The results from the empirical study suggest a number of economic and political variables are important in helping to explain the level of preferential tariff rate that is agreed upon at the conclusion of FTA negotiations. The empirical analysis was conducted using OLS regression; however, due to issues regarding tariff endogeneity a further 2SLS regression was conducted. The results from this analysis found the political variables of union membership and ruling party ideology to be statistically significant, while the significant economic factors were identified as being industrial sector unemployment, the level of import penetration in the industrial sector, the level of industrial sector exports as a percentage of GDP, and the average MFN tariff rate. In conjunction with this analysis, the research also assessed the implications of the results from a New Zealand trade policy perspective and a number of conclusions were drawn including a revision of key legislation including the New Zealand Trade and Enterprise Act (2003) and the Resource Management Act (1991) as well as an opportunity for New Zealand to develop a more specific trade assistance program. Using Ahn’s five determinants of domestic politics as a theoretical base, this research also made a comparative assessment of New Zealand and Korea’s bilateral FTA negotiating environments.
