Ongoing climate change has been revealing unappreciated impacts on urban areas, making cities an important actor in adapting and preventing the effects of climate change. The notion of climate resilient cities is gaining more significance considering the vulnerable populations directly exposed to more frequent and intense extreme climate events. Seoul city is not an exception and has faced serious losses recently due to climate induced disasters. However, not much study can be found domestically addressing the issue, while it requires integrated efforts in both areas of climate change and urban development. This study aims to 1) find out the critical success factors in what makes a city climate resilient by reviewing the international initiatives and cases of Tokyo, London and New York, and 2) offer policy suggestions for Seoul in order to shape a stronger, more climate resilient city through policy analysis of climate change adaptation measures. The two most prominent critical success factors were institutional and administrative framework and risk analysis followed by strong initiatives, which were also found common in the three global cities. It was identified through this study, to improve the climate resilience of Seoul, more emphasis is needed on building institutional base combining climate change, disaster, and urban planning; obtaining credible scientific data including vulnerability assessment; and ensuring transparent and open decision making process that involves public participation and promotion.
