이 논문은 직업교육훈련에 대한 다양한 집단의 교육적 인식 및 요구를 파악하기 위한 것이다. 정확한 요구분석은 교수설계 과정의 첫 단계이며 직업교육훈련 결과의 성패를 좌우하고 실제 적용 능력을 보여줄 수 있게 된다. 따라서 본 연구는 직업교육훈련의 교수설계 향상을 위한 실천적인 요구분석 자료를 제공하는 것을 목표로 하였다. 이러한 목표를 달성하기 위해, 직업교육훈련의 일반적 기초능력, 전문기술 및 기능, 직업태도의 세 가지 내용측면을 기준으로 ‘현재수준’, ‘필요수준‘ 및 ’산업체 활용정도’에 대한 인식을 조사하고, 교사 및 수료생의 교육적 요구도를 계산하여 우선순위를 도출하였다. 또한 실제 직업교육 현장에 종사하고 있는 직업교육훈련 교사 23명과 그룹회의를 통하여 실제로 학습이 어떤 방법으로 수행되고 있는지에 대한 인식을 분석하여 교수설계 향상에 대한 방안을 도출하였다. 이를 통해서 교사와 수료생간의 인식차를 확인하고, 직업교육훈련생들의 직무능력을 위해서 계발해야 하는 것과 바꾸어야 할 인식이 어떤 것이며, 구체적으로 어떠한 훈련내용을 우선순위에 두고 어떻게 설계해야 하는 지에 대한 시사점을 제공할 수 있을 것이다. 더불어 교수설계과정의 1단계 분석 및 2단계 설계에 대한 방향 수립 및 기초 자료로 활용될 수 있을 것이다. 마지막으로, 직업교육훈련의 질적 향상 문제는 단기간에 해결하기 어려운 과제이자 종합적인 혁신이 동반되어야하는 특징을 갖고 있다. 다만 직업교육훈련의 주체라 할 수 있는 학습자와 교사에게 실질적 도움이 될 수 있는 본 조사를 통해 직업교육훈련기관에게 편향되지 않는 성과와 함께 개선에 대한 시사점을 제시한다.

The purpose of this study is to examine educational awareness and needs of various groups. The correct analysis of the needs divides success or failure and influences on a real ability of application to business. Therefore, this research takes an objective that is ultimately to provide basic data for improvement of instructional design in vocational educational and training(VET). To attain this object, first, it explored awareness of three aspects(current level, required level, degree of utilization in business) focusing on a basic ability, a professional ability and a vocational attitude. And then, it numerated value of instructional demand of teachers and graduates. Also, it drew a conclusion from priority. Especially, it carried out a survey of questionnaires to students. At that time it had a meeting for investigating present instructional situations with 23 teachers in charge of practical instruction. This can make draw up a plan of instructional design. This study assured difference of awareness between teachers and students. And it discussed vocational skills and awareness to be changed of the trainees. Besides it can provide implications about a way to design a priority in VET instructional content. Additionally, this study will make a direction and a basis in step1(analysis) and step2(design) of the instructional design process. Finally, the matter of qualitative improvement in VET is an insolvable problem and needs to accompany overall innovation in many areas. But this study attempts to give both teachers and trainee practical help in VET and to provide a result that is not biased to supplier like a VET center.
