Military Cooperation between ROK and NATO : Focusing on Regional Perspective from Northeast Asia

Until now, the ROK has concentrated its interests and efforts in regional security rather than offshore security due to the threat of North Korea. However, the ROK is also living in an environment of unstable international security and is influenced by global security threats, such as piracy, terrorism, the proliferation and spread of weapons of mass deconstruction (WMD), etc. Therefore, as the ROK’s role in global security should reflect its position on the international stage, it must focus not only on regional security but also global security. NATO is a military alliance that was organized in 1945 so as to prepare for the threat of post-war Soviet ambitions by collectivizing the defenses of West European states and the U.S. Since the dissolution of the Soviet Union, NATO has continued to operate and develop, adapting to the current global security landscape even as other alliances have weakened or disappeared. Its international influence is greater than any other alliance from the perspective of advancing global security and globalization. Also, upon closer inspection, NATO has had very close ties to our national security in Northeast Asia. Nations, such as the ROK, that have maintained an asymmetric bilateral alliance with the U.S., a member of NATO, have been provided with the beneficial implications of national security policies. Studies on NATO can be an important guide to understanding the U.S. and Europe, whose behaviors have greatly influenced the environment of global security and in turn, our alliance policy. Also, the expansion of ‘partner relations’, promoted by NATO, suggests a turning point to reinforcing and developing multiple and multilateral relations that can further the ROK’s security cooperation and alliance. NATO seeks to expand its security cooperation in the Asia-Pacific area through its “partners across the globe” policy in a display of its global capabilities. In relation to the tendency of NATO, it’s necessary to study the strategic effects of the NATO-ROK military cooperation on national benefits related to security. Therefore, the purpose of this study is to seek effective alternatives to military cooperation between the ROK and NATO from a regional perspective from Northeast Asia at a time when military cooperation between the ROK and NATO is more requested, in relation to ‘Partnership for Peace (PfP)’ promoted as a part of NATO’s ‘partners across the globe’.
