Public-Private Partnership (PPP) in Bottom of the Economic Pyramid (BOP) Business for Capacity Building in Developing Country : Implications to Vietnam

The recent discussions on international development assistance highlighted the importance of partnership with involved stake-holders, and in this context, Public-Private Partnership (PPP) drew great attention in international society. Amongst various ways of PPP, this study focuses on the strategic role of PPP in Bottom of the Economic Pyramid (BOP) business which targets the poor population who earn less than USD 3,000 per year and USD 8 per day aiming to improve their living standard with a mind of Social Entrepreneurship. In this regard, chapter two reviews literatures of PPP and BOP including Corporate Social Responsibility (CSR) which is inherently close to BOP strategy. Vietnam was selected as an application target of the study because around 95 percent BOP share of total population takes 82.9 percent of total income. It suggests a great potential of BOP strategy to Vietnam which can largely contribute to Vietnamese economic development, and ultimately promote country development priority. Especially, it concentrated on the capacity building issue in Vietnam. In order to obtain applicable implications to Vietnam, two case studies about skills transfer and intellectual capital have been analyzed. As a result, from the first case, it found that government institutions and step by step program are important for skills transfer. From the second case, the well organized governmental framework (e.g. legal, institutional etc.) was emphasized. Based on the result from chapter three, chapter four discusses whether Vietnam can promote its development priority of capacity building through PPP-BOP strategy or not. As the final outcome, it stresses the role of Vietnamese government (i.e. promoting legal and organizational structure, increasing the concern degree of BOP population for a higher skill and education) in conducting PPP-BOP strategy.
