초록/요약
The possibility of total war ignited by North Korea has relatively decreased than the past. However, North Korea tends to adopt asymmetric military force which is described as ‘fourth generation warfare,’ to provoke South Korea circumventing the ROK-U.S. Alliance’s dominant power. Among the five types of fourth generation warfare, North Korea has very high possibility to decide new bloody warfare as their strategy, in order to divide the public opinion and to stir up pro-North Korea policy in South Korea. Among the current status of the South Korea intelligence assets, IMINT has been regarded one of the most effective collection capabilities. Intelligence assets have heavy burdens to discern the sign of local provocation from that of total war. Therefore, more efficient IMINT collection management systems are essential. South Korea should reset the existing intelligence requirements which are focused on identifying North Korea’s attempt to wage total war. From Priority of National Intelligence Objective (PNIO) to each unit’s Priority Intelligence Requirement (PIR), the possibility of the fourth generation warfare should be the primacy of the intelligence requirements. Since ROK cannot rule out the possibility of total war, in order to prevent local provocation of North Korea, IMINT intelligence asset should be focused on the fourth generation warfare.
