초록/요약
본 연구의 목적은 1950년대 북한 산업화시기의 외연적축적전략과 천리마운동을 통해 북한 지배관계의 성격이 형성되고 공고화되는 과정을 분석하는 것이다. 본 연구가 북한의 1950년대에 주목하는 이유는, 북한의 1950년대가 현재에도 변함없이 지속되고 있는 중공업 우위의 외연적 축적체제가 형성되는 시기였기 때문이다. 외연적 축적체제는 계획경제를 통한 관료적 조정을 통해서 재생산되는데 계획경제의 문제점들이 드러나면서 그에 따른 독특한 지배관계가 형성되는 시기가 바로 1950년대였다. 즉 북한 지배관계의 성격을 파악하려면 그 원형이 형성되었던 북한체제의 형성기, 구체적으로는 한국전쟁 이후의 1950년대 북한의 산업화시기에 대한 분석이 중요한 것이다. 본 연구는 일상사적 접근과 지배의 구성적 관점을 통해서 기존 북한연구들의 전체주의적 시각에서 벗어나 북한 지배체제 내부에서 나타나는 다양한 행위자들의 모습을 복합적, 모순적으로 파악하여 북한 지배관계의 성격을 도출한다. 구체적으로, 1950년대 외연적 축적체제의 위기 상황에서 북한의 산업화 과정에서 나타나는 권력의 강압적 통제․동원 전략과 이를 가능케 하는 권력의 정당화 기제의 발동, 그리고 그러한 권력의 기제들에 대한 대중의 대응 등이 상호작용하여 비공식성을 특징으로 하는 지배관계의 성격이 형성된다. 이어서, 산업화 과정에서 형성된 북한 지배관계의 성격은 천리마운동이라는 대중동원운동의 과정을 통해서 공고화된다. 천리마운동은 북한의 산업화 과정에서 발기된 총체적 대중동원운동이었다. 천리마운동은 북한권력의 역량을 모두 쏟아 부은 산업화 전략이었고 대중들을 일상의 전반적인 분야에서 적극적으로 동원시켰던 동원전략이었다. 따라서 이렇게 총체적인 지배전략의 성격을 가진 천리마운동의 과정에서 대중의 삶을 관통하는 지배권력의 강압적 기제와 이를 가능케 하는 정당화장치의 기제는 더욱 선명하게 드러난다. 동시에 권력에 대한 대중의 대응양상도 더욱 정교화되면서 비공식성을 특징으로 하는 지배관계의 성격은 공고화된다. 종합하면, 본 연구는 1950년대 북한의 외연적 축적전략에서 드러난 계획의 불확실성, 원조의 감소라는 총체적인 축적체제의 위기 하에서 북한의 산업화와 천리마운동 과정에서 나타난 통제․동원기제와 동원 정당화기제, 대중의 대응양상을 통해 비공식성을 특징으로 하는 복합적인 지배관계의 성격이 형성되고 공고화된다고 주장한다. 이는 북한의 지배관계가 북한 권력이 의도한 통일적이고 단결적인 지배관계의 성격이 아니라 북한 권력의 의도와는 상이한 비공식적 성격을 지녔음을 의미하는 것이다.

Purpose of this study is to analyze the process of formation and consolidation of through extensive-growth accumulation strategy and Chollima Movement during North Korean industrialization period in 1950's. Reason why this study pay attention to 1950's in North Korea is that 1950's was the period when the extensive regime of accumulation with priority on heavy industry, which is still continuing without change, was formed. The extensive regime of accumulation was reproduced by bureaucratical coordination through planned economy, and 1950's was the very time when problem of the planned economy was exposed and subsequently, peculiar ruling relations was formed. In other word, in order to grasp characteristics of North Korean ruling relations, it is important to analyze formation period of its system when its original form was built, specifically the industrialization period of North Korea in 1950's since Korean War. From the constitutive perspective of ruling and the perspective of everyday life history but diverging from totalitarian view of existing researches on North Korea, this study grasps, in a complex and contradiction way, the attitudes of various doers appearing from inside of North Korean ruling system and then, it draws characteristics of North Korean ruling relations. Specifically, characteristics of ruling relations, characterized by non-officialism, were formed due to correlation between oppressive control․mobilization strategy by power occurring in the course of North Korean industrialization in 1950's, invocation of justification mechanism by power to make said strategy possible, and the public's actions against such power's mechanism. And then, North Korean ruling relations characteristics formed in the process of industrialization was consolidated through the Chollima Movement, mobilization movement of the public. Chollima Movement was an overall mass movement of the public promoted in the course of industrialization in North Korea. The Movement was an industrialization strategy into which all the capability of North Korean power was put and also a mobilization strategy into which all the public was positively mobilized in overall field of their daily life. Accordingly, such oppressive mechanism penetrating through the public's life and the justification mechanism to make said oppressive mechanism possible turned out more clearly in the course of Chollima Movement with characteristics of overall ruling strategy. At the same time, characteristics of ruling relations characterized by non-officialism became consolidated while response aspects by the public became more sophisticated against power. In general, this study asserts that the characteristics of complex ruling relations characterized by non-officialism were formed and consolidated by control․mobilization mechanism, mobilization justification mechanism and the public's response aspects in the course of industrialization and the Chollima Movement in North Korea under the background of uncertainty of the plan revealed from its extensive-growth accumulation strategy in 1950's. This means that North Korean ruling relations do not have the characteristics of unified and united relations attempted by North Korean power but have the characteristics of non-officialism different from its intention.
