초록/요약
This thesis is a comparative study between the ASEAN and the EU in terms of political culture and cultural policy in methodology of qualitative research. This thesis analyzes the development of the ASEAN cultural policy through the identification and interpretation of its similarities and differences with the EU cultural policy. This methodological approach analyzes how the ASEAN cultural policy has developed in accordance with the setting of ideology, the policy process, and the institutional practice. The development of the ASEAN cultural policy is identified and interpreted through the similarities and differences with the precedent and ongoing cases of the EU cultural policy. In order to carry out an analysis of ideology, policy making process, and institutional practices of the ASEAN cultural policy, this thesis demonstrates the role, form, and function of cultural policy in the discussions of international relations. Cultural identity, cultural diversity, and cultural development will be demonstrated as the basic goals in the international cultural policy making process. Lastly this thesis takes a turn to an analysis of the purposes, utilities, and advantages of cultural policy in the Asian socio-cultural context, especially the preservation of Asian values and the achievement of Asian modernization. In conclusion, cultural policy is suggested as a crucial tool and basic foundation for the better mutual-understanding and responding to the rapid change in the ‘intra-state reality’ and ‘inter-state reality’ towards the pan-Asian community and the global space. Ultimately cultural policy will be proposed as a tool for human development within the context of globalization and integration processes.
