통치성 개념을 통한 흐름으로서의 주체 고찰 : 디지털 미디어 담론 및 플로 담론을 중심으로

초록/요약

무중심(無中心)과 미결정(未結晶)을 의미축으로 삼으며 자유와 환유적으로 연결되어 있는 흐름이라는 언표는 디지털 주체를 사유하는 핵심적 매개로 기능한다. 디지털 주체는 부단히 이동하고 변형되는 주체, 즉 ‘흐름으로서의 주체(subject as flow)’ 로 이해되며 권력으로부터 자유로운 존재로 표상된다. 자신의 필요에 맞게 미디어를 소비하는 ‘스마트’하고 ‘자율적’인 ‘프로슈머(prosumer)’이든, 기존의 권력으로부터 부단히 탈주하는 ‘비판적’이고 ‘정치적’인 ‘다중(multitude)’이든, 디지털 주체는 디지털 미디어와 공명하여 흐름이 되는 순간 이전과 비교해 볼 때 비약적인 자유를 보장받는 존재로 정초된다. 그러나 자유가 권력의 외부에 있는 것이 아니라 권력 배치 내에서 생산되고 소비되는 것이라면, 흐름의 자유 혹은 자유로운 흐름은 그 자체로서 문제화 되어 권력의 관점에서 파악되어야 하는 명목이라 할 수 있다. 무중심적이고 미결정적인 흐름이 곧 자유임을 확증하는 수준에서 그치는 것이 아니라, 그 흐름이 어떠한 유형의 흐름인지를 부단히 되묻는 것이 요구된다는 것이다. 마찬가지로 흐름으로서의 주체가 자유로운가 자유롭지 않은가라는 낡은 문제틀에서 벗어나, 이 자유가 어떠한 유형의 자유인지를 살펴봐야 한다. 이런 점에서 푸코의 통치성(governmentality) 개념은 흐름으로서의 주체를 고찰하는데 새로운 참조점을 제공한다. 통치성은 주체를 중심화·결정화 하지 않고 이를 무중심적이고 미결정적인 것으로서 이해하며 관리하고자 한다. 나아가 신자유주의 통치성은 주체(및 사회 전 영역)를 비용-편익적(cost-benefit) 틀 위에서 운신하도록 부단히 발명해낸다. 이처럼 흐름이 이미-항상 비용-편익적 벡터값을 가지고 있는 흐름이라면, 그리고 그것이 주체들에게 이식되어 있다면, 우리는 흐름으로서의 주체를 권력의 외부와 한계라고 단언할 수 없다. 오히려 이들 흐름으로서의 주체들이 신자유주의 통치성에 의해 포섭되어 정치적 역량을 상실당하고 있음을 부단한 독해를 통해 현시해 나가야 한다. 본 논문은 최근 유행하고 있는 플로(Flow) 담론이 신자유주의 통치성의 한 판본이라고 본다. 플로 담론은 비용-편익 및 안전 메커니즘에 기반해 스스로를 증식하고 관리하는 주체를 구축하는 담론-권력이기 때문이다. 덧붙여 디지털 미디어 담론의 주요 이론적 토대로서 기능하고 있는 플로 담론은 신자유주의적 권력이 디지털 주체를 포섭해 들어오는 하나의 유입 통로라 할 수 있다.

Taking both non-central and under-determination as the key notion, a 'flow' which is intertwined metonymically with the liberality serves as a catalyst that makes digital subjects think. A digital subject is considered a subject as flow, which is continuously moving and changing itself, and often symbolizes a free subject from the power and authorities. Whether it is a smart and autonomous 'prosumer' who consumes media according to his/her own needs, or it is critical and political 'multitude' who ceaselessly try to escape from power and authority, digital subjects are guaranteed significantly greater freedom and liberty than ever before, only when they become a flow resonated with digital media. However, if freedom does not exist outside of power and authority, but is produced and consumed within the power structure, liberty of flow or liberal flow may be a nominal that should be considered an issue in and of itself and construed from the perspectives of power perspectives. In other words, beyond simply confirming that non-central and under-determined flow is the very liberty, it is required to tirelessly ask what type of flow it is. Similarly, not residing in the same-old issue of whether a subject as flow is free or not, it should be examined what type of freedom it is. In this regard, the concept of 'Governmentality' that Michel Foucault suggested provides a new reference to looking into a subject as flow. Governmentality attempts to understand a subject as a non-central and under-determined, rather than central and determined. Furthermore, 'Neo-liberal Governmentality' continuously encourages a subject (and the entire society) to transcend the notion of cost-benefit. If flow already-always has a cost-benefit vector value as described and the value is already transferred to subjects, we can never assert that a subject as flow is a limit and an outside entity of power and authority. Rather, through constant reading, we should acknowledge that subjects as flow are getting dominated by the Neo-liberal Governmentality and lost their political capabilities. This study considers that the much-debated flow discourse is a part of neo-liberal Governmentality negotiation since flow discourse is a discourse power that establishes a subject proliferating and managing itself, based on the cost-benefit and security mechanism. In addition, flow discourse has served as a key theoretical ground for digital media discourse and thus can be construed as a channel through which neo-liberal power persuades digital subjects.
