장애인복지관의 위기담론에 대한 사회학적 접근 : 위기담론과 그 대안에 대한 비판적 고찰

초록/요약
본 연구는, 오늘날 위기상황에 직면한 장애인복지관들이 이러한 위기를 극복하기 위해 진단하고 있는 위기의 원인과 그 대안에 대한 비판적 고찰을 목적으로 한다. 장애인복지관들이 진단하고 있는 위기상황의 주된 원인은 장애인복지 패러다임의 변화, 즉 “장애인 당사자의 참여와 권리라는 가치의 등장”에 기인한다. 그러므로 위기를 극복하기 위해서는 장애인 당사자의 권리와 가치를 적절하게 수용할 수 있도록 장애인복지관의 전문성을 더욱 강화해야 하고, 이러한 역할을 적절히 수행할 수 있는 법률적·제도적 기반을 마련해야 한다는 것이 장애인복지관 위기담론과 그 대안의 핵심이다. 그러나, 오늘날 장애인복지관들이 처한 위기상황은 단순히 새로운 패러다임의 등장과 이를 보장해줄 수 없었던 전문가적 지위와 위상에 있는 것이 아닌, 지난 30여 년간 장애인복지관들이 처해 있던 ‘역사적 조건들’과 재활 ‘전문기관’ 또는 ‘전문가’로서의 높은 지위와 위상에 대한 열망이 결합했다는 점에 있다. 그리고 이러한 요소들의 결합은 장애인복지관 본연의 의도와는 달리, 장애인 당사자들을 자신들의 프로그램을 통한 재활 가능성의 여부로, 그리고 전문성 수용 여부에 따라 ‘선별’하는 결과를 초래하였으며, 이것이 오늘날 장애인복지관들의 위기를 초래한 결정적인 요인이 된 것이다.

The objective of this study is to understand the reasons of the crisis that the disability rehabilitation centers face nowadays, which have been diagnosed to overcome it. and the critical consideration of the alternatives. The main reason of the critical situation which the disability rehabilitation centers have diagnosed is the shifts of the disability welfare paradigm, which is the appearance of values of the disabled person's participation and right. Therefore, in order to overcome the crisis, the expertise of the disability rehabilitation centers where accept the disabled person's right and value properly should be intensified. Providing legal and institutional foundation which can conduct these roles properly is the discussion of the disability rehabilitation centers and the core of the alternative plans. However, the critical situation which the disability rehabilitation centers face today was not simply caused by the professional position and status which could not guarantee the appearance of the new paradigm, but the combination of 'historical conditions' which the disability rehabilitation centers faced and the desire for high position and status as 'special institutions' or 'experts' for rehabilitation. In contrast of the original intentions of the disability rehabilitation centers, the combination of these factors caused the result to 'screening' the disabled persons in accordance with the possibility of rehabilitation through their own rehabilitation programs and the intentions to accept the specialty while this became the crucial factor to cause the today's crisis of the disability rehabilitation center.
