The Geneva Agreed Framework and September 19 Joint Statement, in the Clinton and Bush administration respectively, broke down before successfully denuclearizing North Korean nuclear weapons. Many scholars consider North Korea untrustworthy, deceitful, and corrupted and the inability to resolve nuclear issue could be due to its unpredictable and uncooperative behavior. However, the US could probably be responsible for the failure as well. This research seeks to find out the common major factor which impeded the progress of the two agreements. After analyzing both accords, two hypotheses are generated: (1) the US diplomatic policies also played an important role in increasing or decreasing distrust; and (2) distrust is the major common factor that made the two agreements break down. If they are true, mutual distrust should be minimized. Past events are irreversible however the United States might try once again to reduce distrust and build trust with North Korea and other states in the region in order to make possible true collaboration that could bring us closer to the goal of a nuclear-free Korean peninsula
