This thesis aims to argue that multilateral security cooperation in Northeast Asia is more stable and future oriented mechanism than current bilateral alliances; and Track Two diplomacy is the first step towards multilateral cooperation. The paper analyzes bilateral alliance system and its limitations for long term security cooperation by discussing theoretical framework of alliance theory, balance of power and security dilemma. In comparison with bilateral alliance system, multilateral framework provides more stable future security arrangement. This hypothesis is grounded in theoretical discussions of the concept of multilateralism, regime theory and its role of facilitating cooperation among states in anarchical system of international relations. In order to achieve multilateral security cooperation in the region “track two” diplomacy can serve as the first step towards it. “Track two” diplomacy provides an opportunity for a dialogue, promotes trust among countries, and facilitates mutual understanding and shared values that are the foundation for future security cooperation in Northeast Asia.
