As with many other issues such as managing the financial crisis for the global economy or campaigning for human rights, climate change is also widely considered as the most complicated environmental problem. Furthermore, it raises difficult political problems related to historical, current and future responsibility for greenhouse gas concentrations and fairness in terms of sharing the limited space between nations and generations. However, although there is a governing system of climate change, which is the United Nations Framework Convention on Climate Change (UNFCCC), it has a serious credibility problem wielding its strong influence on managing climate change. Neither Kyoto Protocol nor Copenhagen Conference, which are resolutions put by the UNFCCC are considered as successful or productive. Therefore, this thesis attempts to uncover reasons why the current system of UNFCCC is not functioning the right way and tries to provide different approaches to governing climate change with convincing evidence for better management. My fundamental perspective is focused on the fact that the existing state-led international system will not be able to provide legitimate authority since nation-state is dealing with international issues only for its own national interests in the perspective of realism. Therefore, a case-by-case approach as a third type of proposal when governing climate change will attempt to present ways for governance of climate change to be more effective and valid. The result of the research seems to indicate that solid governance system in climate change can be activated when approached more deliberatively on case by case basis.
