이 논문에서는 우리나라 물류시장에서 택배업의 현황을 추정하여 한국 택배시장의 문제점을 알아보고 택배시장에서 공정하고 지속적으로 성장하기 위하여 택배서비스의 품질 확보를 위한 내용 검토와 촉진할 수 있는 방안을 제시하여 다양한 요구에 부응할 수 있는 해결방안을 제시해보고자 한다. 먼저 택배산업의 정의하고 택배산업 시장의 실태분석과 만족도 조사의 내용을 넣었으며 우리나라 택배업계의 현시점의 한계점을 비교해 보기위해 체계적으로 택배업을 규정하고 발전시켜온 일본의 택배업계 사례를 참조하였다. 동북아 물류중심국가 건설이라는 큰 구호와 비전을 내세웠으나 물류서비스를 제공하는 택배업에 대한 체계가 잡혀있지 않았고 문제 또한 다양하게 발생하였다. 이러한 관점에서 국내물류시장의 제도개선, 택배업의 정책 수립, 택배 서비스 품질의 획기적 개선의 목적을 달성하기 위한 방안으로 택배업의 법적 지위 확립, 제도적 지원을 통한 경쟁력 확보와 수익성 개선 차원에서 시장현실에 부합할 수 있도록 우리나라 택배시장 실태와 문제점을 확인하여 앞으로 현안의 해결방안을 찾고자 하였으며 정부의 규제 완화 방안과 민간부문의 자율과 책임에 맡기는 민영화 방향에도 접근하여 택배업의 성장과 발전 방안을 제시하였다. 해결방안 제시에 있어 자칫 정부가 경쟁을 제한하여 인위적인 규제로 말미암아 지대를 창출한다든지 사회의 구성원들끼리 소득의 이전을 가져오려고 막으려고 한다면 지대추구가 발생하며 이는 사회적 비용의 낭비를 발생시킬 수 있어 정부규제에 따른 지대추구 행위와 의회를 상대로한 관료제의 지대추구 활동은 어떠하며 지대추구활동을 축소할 수 있는 방안을 제시했다. 민간부문에서 제공하는 자료들을 중심으로 수행함에 따른 한계가 있으나 부분적 분석을 통해 택배업의 전체적 실태를 확인하려고 노력했으며 택배시장의 실태는 택배사업자협의회를 중심으로 개별 택배업체들이 제공하는 자료와 논문 자료나 신문사의 조사자료 등을 중심으로 검토하여 최대한 최근 자료를 활용하려고 노력했으며 담당부처인 국토해양부 물류산업과의 도움을 받아 국가에서의 계선방안과 그에 따른 문제해결을 위한 활성화 방안을 보여주고자 하였다.

This paper looks into the problems of Korean express market by examining the current status of express delivery services industry in Korean logistics market, and aims to present measures to enhance the quality of express delivery services that guarantees a fair and sustainable growth of the industry, so as to provide solutions for the industry to meet the various demands. The brief contains the definition of express delivery services(EDS) industry, analysis on actual conditions of the express delivery services market and the result of customer satisfactory survey. In order to compare the latest critical point of Korean express delivery market and fine ways for solution to the challenges ahead, this paper will briefly refer to the case of Japanese express delivery service which is known as systematically formulated and developed. Initially, Korea had the grand vision to become the logistics hub of Northeast Asia, but lacked established system in express delivery services and problems occurred. In this context, this report investigates the current states and challenges of the express delivery market, so that the express delivery service industry can meet the market conditions. This paper focuses on how to streng then competitiveness and improve profitability through establishing legal status of express delivery services and providing systematic support, in a bid to advance the system of the domestic logistics market, to fix express delivery service policies and to remarkably enhance the quality of services. To resolve the problems, the government can restrict free competition, and this contrived regulation can push rent-seeking behavior or conflicts among the members of a society to transfer incomes. This rest-seeking behavior can foster waste of social cost. Therefore, this paper describes the rest-seeking behavior followed by government regulation and the bureaucratic rent-seeking activities against the parliamentary, and suggests solutions to minimize these rest-seeking activities. Despite the limitation of the pool of information, since the research was based on data provided by private sector, this paper tried to identify the overall status of the express delivery service industry through partial analysis. The status of express delivery service market was examined, centered by the Korean Express Business Council, though data provided by individual express delivery companies, related research papers, and the results of surveys conducted by newspaper companies, as in an attempt to concentrate on the latest trend and data. With the cooperations, of the Logistics Industry Division of the Korean Ministry of Land, Transport and Maritime Affairs, the Ministry in charge of the express service industry, this paper illustrates measures to be taken at the national level, and the following promotion plans for problem-solving.
