초록/요약
본 연구의 목적은 복지 분야의 민· 관 협치기구로서 지역사회복지협의체가 갖추어야 할 체계적 기반에 관한 고찰을 통하여 지역사회복지협의체 활성화를 위한 방향과 방법을 제시하고자 하였다. 본 연구는 연구사례로 부천시(민주도)와 성남시(관주도) 지역사회복지협의체의 가치체계, 조직체계, 실행체계 세 영역을 협력적 거버넌스 관점으로 공통요인을 분석하였다. 분석결과는 첫째, 가치체계 영역은 간담회, 워크숍, 토론회 등 다양한 형태의 신뢰형성 기반이 마련되어 있으며, 회의 참여도가 75% 이상으로 민· 관의 높은 관심과 참여를 보이고 있었다. 또한 호혜적 상호작용 측면에서 회의록 작성과 회의 장소 결정에 자율적인 운영이 이루어 지고 있어 조직내 상호 신뢰형성을 위한 기반이 조성되어 있었다. 둘째, 조직체계 영역은 실무분과에 복지분야 뿐만아니라 자원연계가 가능한 민간 조직까지 참여하여 실무자들의 의견을 반영하기 위한 민주적 의사소통체계를 확립하고 있었다. 셋째, 실행체계 영역은 두 협의체가 사례관리와 관련한 실무분과를 운영하여, 사례관리와 관련한 전문가 교육을 통해 전문성 향상 기회를 제공하여 다양한 자원연계를 위한 체계를 갖추고 운영하고 있었다. 이상의 사례연구를 통해 본 연구는 두 기관의 성공요인이 가지고 있는 협력적 거버넌스 체계 요인을 발견할 수 있었다. 두 협의체는 지역사회복지협의체에 대한 민· 관의 관심과 참여가 높고, 신뢰와 협력체계가 조직화 되어 있으며, 협의체내 하부 조직인 실무분과의 활성화가 클라이언트들에게 실질적 서비스로 연결 될 수 있도록 사례관리 체계를 갖추고 있었다는 점이다. 지역사회복지협의체의 민· 관의 협력적 상호작용은 ‘상호신뢰’로부터 나오고, ‘상호신뢰’는 조직 내 창의적인 제안과 호혜적 결사체를 만들어 조직의 발전을 가져오게 된다. 따라서 신뢰에 기반을 둔 다양한 계층의 주민 참여를 보장하기 위해서는 지역사회복지협의체의 실무분과 활성화를 위한 법과 제도가 정비되어야 한다. 본 연구는 다음과 같은 함의를 같는다. 우선 지역사회복지협의체가 지역사회복지 정책을 수립하기위하여 민· 관의 수평적 협력 관계의 중요성에 대한 인식을 할 수 있는 방향성을 제시한다. 수평적인 협력관계는 민· 관이 누가 먼저 주도적으로 참여하였는가 보다는 함께 노력하고, 참여하여 신뢰를 쌓고 실천하면서 이루어진다는 것이다. 결론적으로 지역사회 복지협의체의 발전은 민· 관의 상호신뢰를 기반으로 한 협력적인 관계에서 나오므로, 민· 관의 신뢰형성을 위한 가치체계의 공유, 조직과 운영의 체계화를 위한 민· 관의 공통된 노력이 절실하다.

The purpose of this study is to suggest directions and ways of vitalizing the local community welfare cooperative body through the contemplation of the systematic groundwork that the body should have as a cooperative organization of both civilians and government on the welfare area. This study analyzed the common factors between Buchun (civilian oriented) and Seongnam (government oriented) cities in three areas; value system, structure system, and working system of the local community welfare cooperative body as the case examples. The results are as follows; First, the area of value system had various types of trust forming bases such as meetings, workshops, forums, etc. and showed more than 75% of participation which meant the high interests of both civilians and government. In the aspect of mutual interaction, also, the base for the mutual trust was built as the recording of the minutes and deciding the meeting place were made by self regulation. Second, in the area of structure system, they had a democratic communication system to reflect opinions of staffs in charge through taking part in civilian organizations that were possible to connect the welfare services as well as resources. Third, in the area of working system, the two cooperative bodies were running a working department related to the case management and operating a system for the various resources connection by giving opportunities of improving professionalism through the training of people related to it. Through those case studies, I was able to find the factors of cooperative governance system with successful factors that the two organizations had. They had high interests and participation of civilians and government in the local community welfare cooperative body, the trust and cooperative system were well organized, and had a case management system that made the actual service of the working department, which was the subsystem in the body, possible. The cooperative interaction of civilians and government of the local community welfare body comes from 'mutual trust' and it builds creative suggestions and mutual groups in the organization and brings the development of the organization. Therefore, to secure the civilians' participation of various levels based on the trust, the law and system for the vitalizations of working departments of the body should be modified. This study has the following implications. First of all, to establish the local social welfare policies, the local community welfare cooperative body should understand the importance of horizontal relationship between civilians and government. This relation could be made by working and participating together rather than who has initially participated first. Then, the successful result might go back to the members of the local community. As the conclusion, the sharing of value system for the trust formation and common efforts for the systematization of organization and operation are essential because the development of local community welfare cooperative body comes from the cooperative relationship based on the mutual trust of both civilians and government.
