초록/요약
The increase of irregular workers in Korea labor market has gradually deepened since the IMF-era(1997). The continuous increase of irregular workers has caused the polarization of income and consumption status and has exerted a great effect on labor-management relationship. Due to these problems, Korean government has given its all for the protection of irregular workers and Finally, irregular protection law has enforced in July 2007. Irregular workers have inevitably increased in the situation of global competition, the rapid change of the corporate environment, etc. Also, the nonstandard manpower will further spread under the pretense of the decrease of labor cost or employment flexibility. Under the present circumstances, how can these irregular worker problems be solved? First of all, the employment of irregular workers policy should be flexible, concert with the overall employment strategy of Korea. The case of 'W' bank may be a good example. That bank switched its irregular workers to the permanent position under the flexibility of wage condition, freeze of labor cost and no-additional cost. Due to these measures, the bank could attain two advantages at one move; the securing of irregular worker and the decrease of labor cost. When it comes to the problem of nonstandard job, it is necessary to identify the realities of the operations of nonstandard manpower objectively and accurately, remove and minimize the discriminatory elements through close analysis of each nonstandard job. It is proper to set the reasonable criteria for job division based on knowledge, skills, efforts, working conditions, responsibility; the effect of independent occupational group system based on job function performed by nonstandard workers. And it is necessary to establish the performance management system, reward system and personnel operation system appropriately. Now, it is thought that it is pressing to raise the problem of the nonstandard job approaching in Korea and resolve it so as to improve the quality of workers' life and achieve the sound development of Korea's labor market. When priority is given to the humanization policy of respecting the essential aspect of human beings, the solution to the problem of the nonstandard job spread as the social agenda could easily be made.
