Energy Security Dilemma:Problems and Perspectives in Energy Relations Between the Russian Federation and the European Union

The center of attention nowadays in the field of national security is energy security of the state. This topic is complex and generates controversy among countries. Energy security is based on the possession of energy resources and direct access to the latter. In this process, the energy diplomacy represents an important role if we consider the fact that not all states possess energy resources or have direct access to supply of fossil fuels. Thus, energy relations of resource-holder and resource-seeker states is a very delicate issue, where both sides try to follow its own interests and not to fall into dependence on one each other. The significant place in energy security policy is the energy security dilemma, which is based on the realist approach of state security (K.Waltz, R.Jervis). The main principle of energy security dilemma is diversification of sources of supply for resource-seekers and diversification of supply markets for resource-holders. However, this is not possible in the short-run, due to the fact of existence of pipe-lines and long-time energy relations between states. Nevertheless, in the long-run lack of confidence and self-interest may lead states to a diversification from each other and worsening of relationship between states. For this reason, the main object of this academic research is to provide a brief analysis of the presently debated issues relating to energy relations, through the prism of energy security dilemma between Russian Federation and European Union.
