목차
보육은 개인의 문제인 동시에 국가적 책임이며 사회적 책임이다. 보육의 공공성은 개인의 이익이 사회의 이익으로 기대되기 때문이다. 방과후 교육활동의 목적은 아동의 특기 적성개발과 보육의 역할을 동시에 원하고 있다. 아동의 독립심, 협동, 자기통제, 책임감 등을 포함하는 자율성을 기르는 데 있다고 할 수 있다. 방과후 교육의 요소로 학교학습보충과 아동의 특성과 능력을 개발하고 촉진하는 것으로 나타났다. 부모들은 방과후 교육활동이 아동의 정서적인 특성에 대해서도 긍정적인 영향을 주고 있다.
이런 결과는 방과후 교육활동이 학교학습에 대한 보충효과만이 아니라 인지적 갈등이 없는 상태에서 또래집단과 자연스럽게 어울릴 수 있는 환경이 마련됨으로써 가능한 것이다. 학교 방과후 교실의 의미이다. 사회복지관에서 방과후 보육은 주이용자가 저소특층 아동이며, 아동의 정서, 사회적 발달을 위해 집단활동을 실시하고 지역사회서비스 를 실시한다. 복지관의 부족한 인력을 자원봉사자로 충당하여 프로그램을 진행하고 있다
“청소년 방과후 아카데미”가 청소년의 교육·문화적 결핍 보충은 물론, 청소년 문제 예방, 여성의 사회진출증대, 사교육비 절감, 계층 간 양극화 해소를 통한 사회통합 효과 등에 일조할 것으로 기대하고 있다. <지역아동센터>도 지역사회복지관의 역할을 대신하는 보육이며, 가족지원체계에 대한 지원과 근거리 아동·청소년의 보육을 담당하고 있다. 보육을 위한 아동 프로그램이 다양하다. 복지적 차원에서 보면 아동· 청소년을 대상으로 한 국가적 지원을 기대한다. 하지만 여러 단체 지원에 대해서 의문을 제기한다. 한국의 빈곤아동을 위한 교육정책 중 정부가 발표한 대책에는 보육 및 유아교육 지원 확대·영유아대상교육·건강, 복지연계사업 기초연구, 지역아동센터제도화, 방과후 교실운영활동 지원, 학교상담체계 혁신 등 이다. 복지관의 특화된 사업이 문화센터형의 복지관에서 변화를 시도 했다고 본다면 아동의 보육도 보육프로그램의 개발과 네트워크 형성으로 여러 곳으로 분산된 프로그램을 이용하게 하거나 아님 특화된 아동센터로의 아동보육이 이루어져야 한다.
<지역아동센터>는 지역사회 내에 위치하고 빈곤아동들의 집처럼 편안한 환경으로 이용하기에 편리해야한다. 아동들이 위화감이나 열등감을 느끼지 못하게 하여야 하며, 학교생활을 유지하기 위해서 필요한 준비물 준비, 청결문제, 생활습관이나 대인관계 등을 돌보아준다. 학교에 잘 적응하도록 돕는다. 특별활동과 문화체험, 캠프참여를 통해 빈곤으로 접할 수 없었던 다양한 체험을 하게 된다. 가족기능강화를 위해 부모 상담과 가정방문, 가족상담, 가족의 자활을 돕는 역할을 한다. 방과후의 학습과 교육을 지도하며, 복지적 역할을 기대한다. 복지적 기능의 아동보호, 가정지원, 문화지원 사업을 한다.
<지역아동센터>는 업무분장이 현실적으로 어렵다고 한다. 대표자1인과 실무자1인으로 구성된 영세한 <지역아동센터>는 실무자에게 과부하 된 업무를 종종 요구하게 된다. 사업의 전문성을 갖추기 위해서는 <지역아동센터>의 시설수의 확대와 빈곤아동과 일반아동을 함께 생활하는 <지역아동센터>의 활동내용의 변화를 시도 할 필요성이 있다. 이는 대형화된 <지역아동센터>가 있어야한다고 주장한다.
아동 수에 비례해 교사 1:10명이 넘는 <지역아동센터>의 경우 프로그램을 운영할 시 프로그램의 질이 떨어질 수 있다. 이에 대한 방법적 개선은 네트워크를 이용한 다양한 프로그램의 적용이 필요하다.
