Since physical distribution cost in Korea is higher than that of other developed countries, investment in SOC should be increased to develope competitive power of Korea. If the government attracts private capital to invest in SOC, it would be beneficial for both the private companies and the government offering new investment and improving competitive power of Korea by lowering physical distribution cost. In order to lower public burden, the private infrastructure investment should be executed only on profitable project.

Nevertheless, the private infrastructure investment was induced on a non profitable project. In the most cases of the private infrastructure investment, government''s allowance will not be easily reduced although the actual usage increase because the traffic demand forecasting is increasing steeper than the that of the actual usage.
The main reason why the government is going to bear heavier financial burden is that the traffic demand forecasting is very much overestimated.
There are several reasons for overestimating the traffic demand forecasting. It is the government department''s unreasonable request, the system to guarantee the least management revenue and the inaccurate national transportation database.
Therefore, it is necessary to improve general circumstance in order to establish Private Infrastructure Investment system. First, the minimum income guarantee percentage should be appropriated lower. Second, national transportation database should set maximum and minimum level of traffic demand forecasting which should be estimated differently, whether or not these development projects will be completed. Third, a service company which incurs financial loss to the government by exaggerating the traffic demand forecasting on purpose should be punished. Moreover, Real-Name system should be introduced in order to take precautions against excessive public burden.
