PMO란 Project Management Office의 약자로 기업 내 정보화 프로젝트를 관리하는 전문 조직을 말한다. PMO는 1900년도 후반에 선진 기업들을 중심으로 도입되었으며, 특히 국내에는 2000년대 초반부터 제1금융권을 중심으로 도입되기 시작 했다. PMO의 등장 배경은 치열한 경영 환경 속에서 기업 생존전략 일환으로 추진하는 정보화 프로젝트를 성공시키기 위함이다. 새로운 신기술의 등장과 이를 접목하여 기업의 경쟁력을 확보하기 위한 가장 기본적인 일은 바로 프로젝트 추진이다. 프로젝트의 규모는 커지고 도입하려는 정보기술의 난이도와 복잡도, 신규성은 높아가는 상황에서 프로젝트의 성공 확률을 높이기 위한 노력이야 말로 정보시스템 연구 분야에서 항구적인 연구 주제 일 것이다. 따라서 정보시스템 구현을 성공적으로 하기 위한 많은 연구들이 수행되어 왔다. Stanish 그룹에 의하면 정보시스템 프로젝트는 시작하기 전에 이미 51%가 취소 되고, 시간이 지날수록 성공 확률도 점점 낮아 진다고 한다. 반면 B.I.A 의 연구와 프로젝트 관리에 대한 많은 연구들을 살펴 보면 PMO를 도입한 기업들은 성공확률이 증가 하고 있다. 이에 따라 어떤 이유에서 PMO의 도입이 프로젝트를 성공적으로 완성할 수 있도록 해주는지, 즉, PMO의 기능이나 운영역량을 제시하는 연구들이 실무적으로 검토 되고 있다. 그러나 아직까지 프로젝트 성과와 관련하여 PMO에 관한 이론적인 뒷받침을 바탕으로 하여 PMO의 영향력을 실증적으로 검증한 연구는 매우 부족한 상태이다. 본 연구는 PMO 도입이 프로젝트 성과에 영향을 준다는 확신을 바탕으로 PMO의 성과에 영향을 미치는 핵심기능들과 관리 수준을 검증 하여 프로젝트 통합성과 모델을 제시하였다. 즉, PMO의 핵심 기능을 5가지로 정의하고, PMO 운영수준과의 관계성, PMO 운영 수준과 프로젝트 성과에 대한 관계성 등을 아우르는 통합 모델을 수립하고 통합모델에 대한 검증과 각 요인들에 대한 영향관계를 검증하였다. 본 연구는 완전 구조 방정식 모델[Full Structural Equation Model] 을 근간으로 이론을 검증하였으며 경로 모델을 통해 변수들간의 관련성을 검증하였다. 연구 결과 5가지의 핵심 기능이 모두 프로젝트 관리 성과에는 긍정적인 영향을 미치는 것으로 나타 났으며, 기술 지원 업무의 경우 프로젝트의 조직 성과에 영향을 미치는 않은 것을 제외하면 나머지 모든 핵심 기능은 긍정적인 영향을 미치는 것으로 나타났다. 또한 전체 모델의 적합성이 0.93이 나타났으며, PMO의 운영 수준과 핵심 기능과의 조절효과 부분도 기술 지원 업무와 조직 성과와의 관련성 부분을 제외하곤 긍정적인 효과가 미치는 것으로 나났다.

Nowadays, the IS project is getting more and more to be complicated and large-scaled. Therefore, many researchers and practitioners are interested in the IS development methodologies, automated tools and techniques, TQM, etc. to decrease project failure, and to increase IS performance. But, in spite of such various effort, according to latest Standish Group''s research, project scale is bulky than 1~2 year ago and examined that information system development project batting average fell about 34% to 28% according as at the same time, according as number of together proceeded project is increased, and project that discharge before is begun arrives to 15%~18%. B.I.A according to A research, success probability increased by 37 percents, and increased sharply by 62 percents that gouges after 2 years and increased by 65 percents 5 years later inside one year after PMO introduction.
This research is for seizing management level of PMO affecting on IS project performance. As a new method to increase the IS performance. As a result of survey the present PMO operation state with banks which are the leading industry to accept the PMO in Korea, the activities in the categories of implementation management, technology support management, infrastructure management are the core functions to affect the IS performance including schedule management, quality management, user and stakeholders'' satisfaction. Also, the PMO management level is the important point of IS project success. Among the 5 levels PMI suggested, PMO can implement the project effectively at least at the third level. Korean companies which import the PMO from now on have to research the PMO core functions and management level according to the project scale, distinctive features of their organization and increase the maturity of IS. This research proved through the Full Structural Equation Model. The results five core function of PMO had relationship with Project Performance. But except Technical support function did not related with Organization Performance. The Model Goodness of fit static''s had 0.93 score. Moderation effect of PMO Management Level had positively proved.
