An Empirical Study on the Impacts of Trade Liberalization on Employment in Vietnam

The first paper aims at reviewing and evaluating the structure and performance of the Doi moi policy. The study confirms that Vietnam has attained significant achievements in the areas of economic growth, openness to trade, poverty reduction and human development. However, weaknesses and challenges to the economy are emerging. First, the financial sector is lagging far behind, compared with other economic sectors. Second, SOEs still account for a large share in the GDP, demonstrating a sustained and strong role of the government in the economy. Third, a lack of transparency has led to a high level of corruption, dissuading foreigners from investment, as well as slowing down economic growth. Fourth, the gap between urban and rural areas is widening as a result of globalization. Suggested remedies include accelerating reforms, increasing transparency, changing the role of government, and improving both hard and soft infrastructure in the economy.
The second paper attempts to explore short and long run effects of trade liberalization on employments in Vietnamese industries during the 1999-2004 periods using a dynamic employment model. The study employs general method of moments as the main technique to estimate the reaction of exports and imports with employment. The results show that, as expected, increases in industrial outputs will result in increasing in derived labor demand, whereas increasing in wage rate will lead to the decline in employment level. The positive impact of export expansion on derived labor demand indicates that a higher level of exports will bring about employment opportunities for a large labor surplus in the country both in the short and long-run, ceteris paribus. As far as import is concerned, the findings suggest that imports do not necessarily have negative impacts on level of employment in the country.
