중소기업의 자금조달현황과 개선방안에 관한 연구 : A Study on Funds Raising by Small and Medium Enterprises in Korea

In most countries, Small and Medium Enterprises(SME''s) play an important role in national economy. Many experts predict that the SME''s role will be bigger and bigger due to the changes of environment - globalization, the progress of digital technique and network, importance of knowledge -, so it will be core part in the 21st century. However, most SME''s in Korea are in trouble with human resources, fund, technology, marketing. That phenomenon occurs irrespective of company''s sector and scale. Therefore, those problems become obstacles for the achievement of national policy. In the macroeconomic point of view, those problems are derived form many causes which are side effect of big company preference policy leaded by the government, the failure of SME''s restructuring, the loss of entrepreneur spirit and the will to work, the indiscreet influx of developing countries goods by import opening, the difficulty of export by globalization bloc, etc. Monetary policies for SME''s in our country are BOK SME subsidy fund, policy of Korea Credit Guarantee Fund(KODIT), Korean Federation of Credit Guarantee Foundation. These system of monetary policies cannot improve SME''s profitability and growth. SME''s fund-raising has many problems like below: Excessive dependence on the bank loan system, Structural problem related to SME''s loan(e.g. high transaction cost, asymmetric information, prejudice against SME''s, shortage of collaterals), SME''s pro-cyclicality, Problems related to the credit assessment system, Short-term maturity, Inefficiency related to fund policy. The following five tasks has to be solved. First, the source of funds need to be diversified. Second, informational asymmetry should be reduced . Third, the corporate credit evaluation analysis system need to be developed. Fourth, the maturity of loans need to be increased. Fifth, the efficiency of the policy loan need to emphasized. In the future, SME"s should not be considered as a weak part in the social and economic perspective, but as a strong growth engine for the Korean economy.
