노인주간보호 서비스의 개선방안 : A Study of the Reform of Day Care Service for Elderly

초록/요약
현재 노인주간보호서비스 프로그램이 많은 노인들에게 큰 도움이 되고 있다. 그러나 급속한 노령화로 인해 장래에 더욱 많은 노인층이 주간보호서비스 프로그램을 이용할 것이 예상되고 있으므로 현재의 노인주간보호서비스 운영과 진행되고 있는 프로그램들에 대한 노인층의 만족도 실태를 조사하여 문제점을 찾고 개선 방안을 모색하는 것이 반드시 필요하다. 연구자가 부산의 두 곳 복지관을 방문하여 노인주간보호센터의 시설을 살피고, 프로그램의 진행에 직접 참여하여 관찰하고, 대상 노인들에게 면접을 실시한 결과, 노인들의 만족도에 영향을 미치는 몇 가지 중요한 사항을 알아낼 수 있었다. 즉, 근무자의 친절도와 정서적인 공감대 형성, 프로그램의 효과성에 대한 피드백, 남성노인들의 낮은 참여률을 높일 수 있는 방안 마련, 프로그램을 진행하는 전문적인 외부강사의 자질 확보와 프로그램 준비성 검토가 노인층의 만족도를 높일 수 있는 중요 요소인 것으로 나타났다. 특히, 위의 요소들 가운데 가장 핵심이 되는 것은 근무자들의 친절도, 노인층과 근무자와의 정서적인 유대감 및 공감대 형성이라고 할 수 있을 것이다. 실제로 연구 대상인 A, B 복지관의 비교에서도 정서적인 유대를 강조한 A 복지관에서의 면접 결과가 보다 긍정적이며 만족도가 높음을 알 수 있었다. 이를 통해서 초기에 세웠던 가설인 좋은 시설과 환경에서 참여하시는 노인들의 만족도가 높을 것이라는 가설이 옳지 않음을 확인할 수 있었다. 기본적으로 복지는 모두 대인관계에서 시작된다고 볼 수 있다. 즉 인간다움, 존엄성, 서로에 대한 존중을 바탕으로 하기 때문에 정서적인 유대와 공감이 무엇보다 중요하다고 할 수 있다. 그러므로 근무자와 노인층과의 돈독한 관계의 형성이 전반적인 프로그램 만족도를 높일 수 있는 기반이 될 것이다. 따라서 노인주간보호센터의 운영과 프로그램의 실행에 있어서도 근무자의 역할과 자세가 노인층의 만족도에 가장 핵심적인 역할을 한다고 할 수 있을 것이다. 그러므로 정서적으로 안정된 근무자와 이용자의 인간 관계의 형성을 바탕으로 하여 프로그램의 만족도에 대한 피드백과정, 잠재적인 남성 노인층의 확보 및 이탈방지, 강사진의 전문성 증진이 이루어질 경우, 노인주간보호서비스에서 더 높은 이용 노인들의 만족도를 확보할 수 있을 것이라고 생각한다.

Human beings will inevitably experience aging process. In the aging process, all people may lose their belongings. For example, loss of physical functions, financial abilities and jobs. So those things can make old people''s lives dangerous. Therefore as the elderly are getting older, they should be protected with various forms. Especially, in Korea, total population is being sharply decreased. And young working people who will support economically old people are insufficient. Simultaneously, the duty of supporting is facing enormous changing. So young generations are not willing to support their parents and old people. Namely the elderly can not depend on private support any more. Recently, diverse public care services for the elderly are provided in Korea. However the main problem is that the level of satisfaction is still low. Currently, service forms for old people are various. In this thesis, researcher specially focused on satisfaction of the elderly in day care centre. Because day care centre is proper for dual income family. And day care centre can enormously affect formation of sociality between old people. In day care centre, satisfaction of the elderly can be influenced by divers factors. So to speak, facilities, kindness of staffs, location and meals can be main factors. In addition, most of researches used quantitative method such as questionnaire. Therefore the main purpose of this thesis is to find out what is the most influential factor for the satisfaction of the elderly with qualitative methods such as interview and observation. In this process, researcher chose 2 day care centres having different circumstances for comparison. One centre has better condition than the other in many aspects such as financial condition, facilities and the number of staffs. And researcher set a hypothesis that the elderly in the better centre will be more satisfied. Researcher have spent two weeks for making rapport with 16 subjects and attended all programme with them in 2 day care centres. Interviews and observations were to be done twice. In conclusion, the result of this research shows that the most influential factor is kindness of staffs in day care centre. It is hard to be applied to every case. However it can be pointed out that kindness of staffs has more influential power to the satisfaction than any other factors. Basically, social work has based on the dignity of human and respect. Therefore emotional relation and sympathy are very important than any other things. In short, making efforts to make sincere emotional-tie and sympathy between staffs and the elderly can achieve higher satisfaction in day care centre.
