본 논문의 핵심적인 질문은 “한국사회에서 연금민영화의 가능성이 어떠한 점에서 확인될 수 있는가?”라는 것이다. 여기에는 기본적으로 ”왜 연금이 중요한 연구주제가 될 수 있는가?“라는 질문, 그리고 ”이러한 연구주제를 사회학적인 접근방법으로 어떻게 접근할 것인가?“라는 질문, 마지막으로 ”정말로 사회 구성원들의 목소리로부터 연금민영화의 가능성을 추출하였는가?“라는 질문 등에 대답을 해야 함이 전제되어 있다고 할 수 있다. 본 연구는 이러한 물음에 대답하고자 논의를 진행하였으며 이를 ‘칠레형 국민연금’이라는 제도화된 틀을 바탕으로 다양한 각도에서 분석해 보고자 했다. 연구자는 “왜 연금이 중요한 연구주제가 될 수 있는가?”라는 질문에 이것이 사회적 이슈로서 역동적인 모습을 보이고 있다는 점에 일차적으로 주목하였다. 이는 단순히 연금이 정책적으로 다양한 변화를 보이고 있다는 것이 아니라, 사회구성원들이 이를 ‘문제’로서 받아들이고 있는 ‘이슈’라는 점, 그리고 이를 ‘비전의 측면’에서 구분하여 다루고 있다는 것, 그리고 인구고령화라는 사회적 이슈와 결부시켜 이해하고 있다는 점에서 더욱 세분화되어 확인할 수 있었다. 그리고 연구자는 ‘연금제도’가 여러 가지 평가기준을 바탕으로 재해석될 수 있음에 주목하였다. 기존의 평가담론의 적절성을 확인하면서 평가기준과 사회적 구성원들의 인지적 상관성을 분석하였는데, 이는 한국형 연금제도와 칠레형 연금제도를 좀 더 심도 있게 이해할 수 있는 기제로서 작동하였다. 이러한 ‘이슈’로서의 국민연금을 갖고 연구자는 한국형 국민연금의 문제점을 도출하였다. 그리고 이 문제점의 내면에는 사회구성원들이 ‘국민연금의 민영화’를 희망하고 있음을 발견하게 되었고, 연구자는 이를 연금 민영화의 주요한 사례인 ‘칠레형 국민연금’을 바탕으로 논의를 확장할 수 있었다. 칠레형 연금제도의 이해가 한국에서 국민연금의 민영화 가능성을 발견하는 주요한 논제가 됨을 인지한 연구자는 칠레형 연금제도를 분석하면서 이에 대한 비판적 담론을 극복해야 하는 논의 전개의 필연성을 중요하게 여겼으며, 이를 전문가 인터뷰를 바탕으로 접근하고자 하였다. 이러한 논의 전개의 전반적인 상황은 한국의 사회구성원 11명과 국민연금에 대한 해외 전문가 2명을 바탕으로 이루어진 심층 인터뷰를 토대로 정리되었다. 연구자는 이러한 방법이 ‘사회학적 방법에 있어서 적절성’이라 판단하였으며 이를 토대로 “정말로 사회 구성원들의 희망사항은 무엇인가?“라는 질문에 대답하기 위해서 노력하였다. 이를 바탕으로 본 연구자는 ‘한국에서 사회구성원들의 연금민영화 희망체계’가 상당 부분 구체적으로 정립되어 있음을 확인할 수 있었다. 이는 단순히 ‘연금제도는 민영화의 형태로서 변해야 한다’는 식의 선언적인 의미는 아니다. 연구자가 확인한 사항 중 가장 핵심적인 것은 사회구성원들의 의미 체계가 칠레형 연금 제도에 대한 비판을 극복할 수 있는 주요한 논의점으로서 포착이 가능하다는 것이다. 이것이 바탕이 될 때, 한국에서 국민연금의 민영화 논의는 그 출발점부터 긍정적인 입장에서 시작할 수가 있을 것으로 판단되어진다고 할 수 있다.

The core question of this paper is "By what aspects is the possibility of the privatization of National Pension verified?" In order to answer this question, preconditional questions such as "Why can pension become an important research topic?", "How could we approach this research topic with sociological approaches?", and finally "Is the possibility of the privatization of pension really extracted from the voices of society members?" This study proceeded with discussions in order to answer these questions and conducted analyses from various angles based on an institutionalized frame, Chilean-type National Pension. To answer the question "Why can pension become an important research topic?", the researcher first paid attention to the fact that this is a social issue that shows dynamic characteristics. Pension does not simply show various changes of its policy, and society members regard pension as a "social issue." Pension is classified into a kind of vision and handled from the aspects of vision. Pension is understood by being combined with the social issue "aging population." So the characteristics of pension were classified in detail and verified. The researcher also paid attention to the possibility that pension scheme can be reinterpreted based on various evaluation standards. Verifying the appropriateness of previous evaluation discourses and analysing cognitive inter-relationship among society members made it possible to have deeper understandings of Korean-type Pension Scheme and Chilean-type Pension Scheme. The researcher extracted problems from Korean-type Pension Scheme, which has become a social issue. It was discovered from the inside of these problems that society members hope for the privatization of national pension. Based on Chilean-type National Pension, which is one of the most representative case of pension privatization, the researcher could expand the discussions. Recognizing that the understanding of Chilean-type Pension Scheme is an important discussion topic for discovering the possibility of the privatization of National Pension of Korea, the researcher regarded it necessary to proceed with discussions while analyzing Chilean-type Pension Scheme and overcoming critical discourses against it. The researcher intended to take approaches based on interviews with experts. The overall situations of the developments of the discussions of this research was summarized based on in-depth interviews with 11 society members of Korea and two foreign experts on National Pension. The researcher regarded this approach as an appropriate sociological method and tried to answer to the question "What do society members really want?" Based on the results of this study, the researcher was able to verify that society members'' hopes for the privatization of national pension are established in detail. However, this does not have a declarative meaning such as "Pension Scheme should be privatized." The core of the researcher''s findings is that it is possible to detect society members'' system of meaning to have discussions for overcoming criticism against Chilean-type Pension scheme. It can be said that discussions for the privatization of national pension of Korea could be started with positive positions at its starting point when they are based on these situations.
