Amid increased bilateral, multilateral and regional trade agreements, governments have realized the importance of negotiation skills in many countries. The negotiation skills include both international and domestic capacity for developing and coordinating trade policies. The Korean government, however, emphasized on international negotiation without considering the domestic politics significantly. Due to this practice, there were severe conflicts and violent resistances in the process of each trade agreement as we already experienced in the Korea-Chile FTA and ongoing Korea-US FTA. I realized that a proper channel should be established for improving communication among government, the Congress and various interest groups, and enhancing the internal negotiation skills for Korea. This thesis examines the Role of the United States Trade Representative (USTR) and the United States trade policymaking system. Through analysis of fundamental facts, I drew problems and lessons from the US system. Comparison between the US with Korea will offer opportunities for reaching a better model for Korean trade policymaking system and ways to improve internal negotiation skills.
