This thesis is trying to find appropriate ways to accept North Korean defectors and improve their adjustment and settlement in South Korea by analyzing the experiences of Germany, in particular, the West German policy on East German refugees. The conceptual frame focuses on the West German legal basis and social settlement policies on East German refugees and the South Korean government’s actions and settlement support policies to North Korean defectors. And the role of NGOs and the cooperation of the international society will be emphasized to draw on the concerns about the issue and substantial help to improve the current situation of North Korean defectors.
This study examines the attitude and policies of West Germany and South Korea on the refugee issue through the case study. It observes the evolution of the East German refugee problem to better understand the West German solutions to the problem and specifies West Germany’s actions towards East German refugee issue. Based on the findings from the German case, this study deals with the current North Korean defector problem. It analyzes the scale of North Korean defectors abroad and the actions of South Korean government and its settlement support policies. It also indicates the limitations of current policies.
This thesis is helpful to consider the solutions for the North Korean defector problem in two ways, unilateral and multilateral approaches. The unilateral approach implicates the desirable attitude and policy improvement, which the South Korean government should take, and the multilateral suggests available ways to resolve the North Korean defector problem with the cooperation of the international society.
