So many scholars and politicians anticipated the coming of peace right after the Cold War ended. However, that dream did not come true. One of the most noticeable changes is that the number of intra-state conflicts has been increasing far more rapidly than that of interstate conflicts since early 1990s. And another significant change is the emergence of various international actors, including states, inter-governmental organizations (IGOs), non-governmental organizations (NGOs), etc. They are showing growing tendencies to participate actively in international affairs.
It has become increasingly necessary to adopt and operate an international relief system, in response to the soaring number of outbreaks of internal conflicts and complex humanitarian emergencies. However, nation-states, as well as IGOs, have so far been taking the brunt of international criticism for their incapability in dealing with such humanitarian emergencies. As such, there existed a breach in the international humanitarian action plans that could not be dealt with by states or international organizations. The gap, therefore, was to be filled by non-governmental organizations. The number of NGOs involved in humanitarian relief in war zones has been growing remarkably, and many of them have recently emerged as vital actors along with state governments and IGOs.
The purpose of this study is to analyze the interaction between NGOs and the UN especially in the field of humanitarian assistance in complex humanitarian emergencies. Through the case studies dealing with humanitarian assistance in Somalia and Sudan, this paper will try to delineate the mode of interaction, cooperation and coordination between NGOs and the UN. It will try to suggest a more horizontal and complementary cooperation relationship among the actors in the international arena. That is, the UN system, NGOs and states should accept their comparative advantages and disadvantages respectively and make a more reliable system through consultation among them. NGOs are not just contractors or assistants, but partners who can have a significant influence on the whole system. When all these actors come together and seek for a better procedure of response, the international community will be able to deal with the increasing challenges of global problems.
