To¨nnies provided an extensive discussion of communication phenomena, public opinion, and the press, as part of his effort to develop a broad sociological framework beginning with "Gemeinschaft und Gesellschaft" In this context, Ferdinand To¨nnies addressed that the only basis of agreement among the members of the contractual society and the state was that achieved in public opinion. The agencies which made for the formation of a widely shared public opinion were therefore crucial for the unity and the authority of the modern state, and chiefly, To¨nnies held, they rested upon written communications widely distributed. In short the press was the most important instrument of public opinion, and this, like all the other elements of "rational will", contained the inherent logic of universality. The press knew no community boundaries. Its universality paralleled the universality of the extent of the market. His ideas concerning the rise of public opinion to a universal social conscience vis-a´-vis religion and the role and function of the press in this evolutionary schema suggest a novel approach to popular culture phenomena. His demands for a systematic treatment of the influence of capitalistic enterprises upon the press and therefore upon public opinion-could be considered a challenge for mass communication research that is critical and responsive to contemporary social problems and the need for solutions.
