In this paper, we reviewed the reasons for the rapid accumulation of Korea's public debt balance in recent years. The financial crisis of 1997 was, of course, the major contributor, but inefficient budget management, a drastic increase in social welfare related expenditures and fiscal support for financial restructuring programs also contributed significantly to the drastic increase in the government debt. Though the degree of Korea's national indebtedness is not high relative to OECD average, taking into account of the speed of the accumulation and the contingent fiscal demand in case the South-North unification process is ignited, we think it is very important to secure fiscal soundness in this country. This paper suggests a few measures to keep the fiscal deficit under control: enhancing the transparency of the fiscal management, introduction of a legal measure to ensure fiscal balance, and an extensive reform of the social security systems. To make the fiscal management transparent, a reform of the government accounting system was suggested.
