초록/요약

North Korea, the world's most secretive state, appears to have taken its small step towards economic operating system changes The changes could be highlighted by the massive adjustment of wages and prices in July last year Since the collapse of the socialist countries in early 1990's and the death of Kim Il Sung in 1994, the North Korea's economy has been close to meltdown. Millions of people have been suffering from acute shortages of food and necessities caused by industrial collapse The plight of people in North Korea is now inexpressibly in severe condition The North Korea's rickety economy has now become one of the most grave threat to Kim Jong Il's Stalinist regime. Thus, some kind of changes is inevitable. The recent changes, one hesitates call them reforms as yet, do at least imply that North Korea's leaders realize that they face a serious problem This paper has dealt with a question of whether the recent changes in North Korea are implying the system reform as Janos Kornai defines The answer is 'No' Without changes of the most rigid Stalinist character of the regime in Pyongyang, the scheme to resuscitate the desperate economy can not be successful. What needs to be done in North Korea is to lure foreign capital, but political and security uncertainty raised by Kim's strategy of holding his power is exactly a serious obstacle to what North Korea needs
